Requests the State Bd. of Elementary and Secondary Education to develop a plan for
providing school literacy coaches for students in grades kindergarten through second grade,
to submit the plan by Dec. 31, 2021, to implement the plan in all elementary schools
identified as needing improvement by not later than the 2022-2023 school year, and to report
regarding implementation to the governor and the legislature twice before the end of 2025.
