HOUSE CONCURRENT RESOL UTION NO. 116
BY REPRESENTATIVES PRESSLY AND DAVIS AND SENATOR JOHNS
PILOTS:  Creates the Joint River Pilot Oversight Committee to review and make
recommendations relative to all aspects of the state pilot program
1	A CONCURRENT RESOL UTION
2To adopt Joint Rule No. 21 of the Joint Rules of the Senate and House of Representatives,
3 to establish and authorize the Joint River Pilot Oversight Committee to review,
4 monitor, and make recommendations relative to all aspects of the state pilot program.
5 WHEREAS, Louisiana is at the nexus of various national and international
6transportation systems, including marine transportation systems, and serves as the
7intermodal gateway to the nation’s interior; and
8 WHEREAS, the technical, policy, operational, and educational demands of ocean,
9river, canal, and channel transportation and the integration of these systems is critical to our
10nation’s commerce.
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana finds it
12appropriate to create a special joint committee to review, monitor, and make
13recommendations relative to all aspects of the state pilot program.
14 BE IT FURTHER RESOLVED by the Legislature of Louisiana that Joint Rule
15No. 21 of the Joint Rules of the Senate and House of Representatives is hereby adopted to
16read as follows:
17 Joint Rule No. 21. Joint River Pilot Oversight Committee; membership; powers;
18	functions; duties
19	A.(1)  The Joint Pilot Oversight Committee is hereby created and shall
20 consist of the following members of the House of Representatives and of the Senate:

1	(a)  Seven members of the House of Representatives appointed by the speaker
2 of the House of Representatives in a manner to reflect the makeup of the membership
3 of the House of Representatives, including party affiliation, race, sex, and geography,
4 to the extent practicable.  Three of the members appointed by the speaker shall be
5 members of the House Committee on Commerce, two of the members appointed by
6 the speaker shall be members of the House Committee on Transportation, Highways
7 and Public Works, and two members appointed by the speaker shall be at-large
8 appointments.
9	(b)  Seven members of the Senate appointed by the president of the Senate
10 in a manner to reflect the makeup of the membership of the Senate, including party
11 affiliation, race, sex, and geography, to the extent practicable.  Three of the members
12 appointed by the president shall be members of the Senate Committee on Commerce,
13 Consumer Protection, and International Affairs, two of the members appointed by
14 the president shall be members of the Senate Committee on Transportation,
15 Highways and Public Works, and two members appointed by the president shall be
16 at-large appointments.
17	(2)  The special joint committee shall select a chairman and a vice chairman
18 from among its members.  The position of chairman and vice chairman for the
19 special joint committee shall rotate in even-numbered years on the second Monday
20 in January between the members of the House of Representatives and the members
21 of the Senate who serve on the committee.
22	(3)  The staff of the House Committee on Commerce, the Senate Committee
23 on Commerce, Consumer Protection, and International Affairs, the House Committee
24 on Transportation, Highways and Public Works, and the Senate Committee on
25 Transportation, Highways and Public Works, the legislative fiscal office, and the
26 legislative auditor shall provide staff support to the special joint committee.
27	B.  The special joint committee shall review, monitor, and make
28 recommendations relative to all aspects of the state pilot program on a continuing
29 basis as provided in this Paragraph.

1	(1)  The special joint committee shall:
2	(a)  Review how the state pilot program relates to the public and private
3 provision of pilotage in this state and other states.
4	(b)  Recommend policies and strategies to encourage all of the following:
5	(i)  Workforce diversity, equity, inclusion, development, compliance, and
6 education.
7	(ii)  Safe pilotage.
8	(iii)  Fair rates and dealings.
9	(c)  Review federal, state, and local laws as they relate to associations,
10 oversight, duty, responsibilities, and business relative to the state pilot program.
11	(d)  Recommend, to the extent the special joint committee deems appropriate,
12 improvements in laws, rules, and regulations concerning the state pilot program.
13	(e)  Develop a plan of action for the future of the state pilot program.
14	(f)  Review equity, diversity, and inclusion of state pilot programs.
15	(2)  The special joint committee may:
16	(a)  Plan, advertise, organize, and conduct forums, conferences, and other
17 meetings, in which representatives of state agencies and other individuals with
18 expertise in state pilotage may participate, to increase knowledge and understanding
19 of and to develop and propose improvements to the state pilot program.
20	(b)  Prepare and issue reports on the state pilot program.
21	C.  The special joint committee may call upon the staffs of any department,
22 agency, or official of the state, or its successor, for data and assistance, and all
23 departments, agencies, and officials shall cooperate with the special joint committee.
24 The special joint committee may request and utilize the assistance of any and all
25 private sources.
26	D.  The special joint committee shall have the power and authority of a
27 standing committee of either house to hold hearings, to require the production of
28 books and records, and to do all other things necessary to discharge its duties.
29	E.  The special joint committee shall meet regularly to fulfill its functions and

1 duties and, no later than thirty days prior to each regular session, shall report all of
2 its activities and recommendations to the presiding officer of each house, the
3 governor, the House Committee on Commerce, House Committee on Transportation,
4 Highways and Public Works, Senate Committee on Transportation, Highways and
5 Public Works, and Senate Committee on Commerce, Consumer Protection, and
6 International Affairs.
7	F.  For the purposes of this Rule, the term "state pilot program" shall mean
8 and include all programs, provisions, activities, and functions pertaining to pilots and
9 pilotage as provided in or pursuant to Title 34 of the Louisiana Revised Statutes of
10 1950.
11 BE IT FURTHER RESOLVED that the speaker of the House of Representatives and
12the president of the Senate shall appoint the members of the special joint committee no later
13than thirty days after adoption of this Concurrent Resolution.
14 BE IT FURTHER RESOLVED that a member of the special joint committee
15designated by the speaker of the House of Representatives shall call the first meeting of the
16special joint committee no later than ten days after all of the members are appointed and
17shall preside until the special joint committee selects a chairman and a vice chairman.
