HOUSE CONCURRENT RESOL UTION NO. 124
BY REPRESENTATIVES MIKE JOHNSON AND HARRIS AND SENATOR LUNEAU
A CONCURRENT RESOL UTION
To express the condolences of the Legislature of Louisiana on the death of James Wesley
Quillin.
WHEREAS, James Wesley Quillin was born in Waco, Texas, in 1949, to Willard and
Paulina Quillin; after his father completed a brief military stint in England, his family
relocated to Pineville, Louisiana; and
WHEREAS, James attended Pineville High School and graduated from Louisiana
College with a bachelor's degree in psychology in 1973; he went on to receive a master's
degree in psychology from Northwestern State University in 1975, and in 1978, he
completed a doctorate degree in clinical psychology at the University of Southern
Mississippi; and
WHEREAS, Dr. Quillin completed a one-year psychology residency at the William
S. Hall Psychiatric Institute in Columbia, South Carolina; in 1979, he began practicing
psychology in Pineville and soon after opened his private psychology practice; and
WHEREAS, over the course of his extensive professional career, Dr. Quillin treated
thousands of patients in the central Louisiana region; he also published numerous works in
professional academic psychological journals and briefly served as an adjunct faculty
member at Louisiana College; and
WHEREAS, Dr. Quillin was also a longtime member of the Louisiana Academy of
Medical Psychologists; he joined in 1979 and served as the organization's president from
2000 until 2004; he also served as the president of the Louisiana Psychological Association
from 2009 to 2010; and

WHEREAS, in the latter portion of his career, Dr. Quillin pioneered the movement
for focused prescriptive authority to be granted to psychologists who completed additional
training in neuroanatomy and psychopharmacology; he was a member of the inaugural class
of psychologists who met these scrupulous standards and successfully obtained a medical
psychology degree in Louisiana; he was the recipient of multiple awards for his service to
the field of medical psychology and for his unrelenting pursuit of professional excellence;
and
WHEREAS, James was an active member of St. James Episcopal Church in
Alexandria, where he was confirmed in 2014; he was a member of the church's vestry, and
until his passing, he served as the vestry's senior warden; he also served on the church
stewardship committee and was a member of the Russell Knight Men's Bible Study Group;
and
WHEREAS, James Quillin was also a very civic-minded individual who served on
the board of the Rotary Club of Alexandria, as a member of the Parlangua men's Mardi Gras
Krewe, and as king of the Krewe of Twelfth Night; and
WHEREAS, Dr. Quillin leaves to cherish his memory his wife, Paige Quillin;
children, Dr. Elizabeth McLemore, and her husband Aaron; Rebecca Bartlett, and her
husband Grant; Jennifer Andrus, and her husband Brandon; and Dr. Joseph Quillin, and his
wife Thanmaya Reddy; sister, Susie Quillin, and her husband Russell Ward; mother, Paulina
Ussery; grandchildren, Anna Kate Bartlett, Jack McLemore, Molly McLemore, Luke
McLemore, Emily Bartlett, Addison Andrus, Jude Andrus, and Ruth Quillin; and
WHEREAS, James Wesley Quillin, was a beloved husband, son, brother, father, and
grandfather; he cherished fishing, duck hunting, playing poker, dogs, Mardi Gras, his
Christian faith, his genealogy, and his family; he will be deeply missed but certainly never
forgotten.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express heartfelt condolences on the death of James Wesley Quillin; does hereby recognize
Dr. Quillin's inspiring pursuit of excellence in his professional career and his unrelenting
dedication to the advancement of the practice of medical psychology; and does hereby
extend sincere wishes that his family find comfort during this extremely difficult time.

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of James Wesley Quillin.
