ENROLLED 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 13 BY REPRESENTATIVE ROMERO AND SENATOR AB RAHAM A CONCURRENT RESOL UTION To commend Welsh Mayor Carolyn Louviere on the occasion of her retirement. WHEREAS, it is most fitting to recognize public servants who use their office to improve both their community and the state of Louisiana, and Carolyn Louviere, who is retiring after sixteen years as mayor of Welsh, is one such individual; and WHEREAS, prior to her election as mayor of Welsh, Ms. Louviere served for four years as an alderman; in 2004, she successfully ran for mayor and has served in this capacity since; and WHEREAS, Mayor Louviere's accomplishments include the construction of the Welsh Community Center and the repurposing of a former Capitol One Bank into the Welsh City Hall; she also oversaw the development of Welsh's Veterans Park, which honors all of the town's military heroes, at the corner of Adams and South streets; and WHEREAS, during Mayor Louviere's tenure, the town applied for and received over three million dollars in federal and state grant funds, which have been used to improve infrastructure; Welsh is also waiting to receive an additional one million dollars to improve its water distribution systems; and WHEREAS, Mayor Carolyn Louviere is a true servant of the people of Louisiana, and she is most deserving of the highest recognition on the occasion of her retirement. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Welsh Mayor Carolyn Louviere on the occasion of her retirement; does hereby thank Mayor Louviere for her tireless efforts to improve the town of Welsh; and does hereby extend sincere hopes and wishes that she will enjoy good health and prosperity in the next stage of her life.
