HOUSE CONCURRENT RESOL UTION NO. 35

A CONCURRENT RESOL UTION
To commend the Louisiana Offshore Oil Port (LOOP) on its fortieth anniversary.
WHEREAS, on January 27, 1977, the Louisiana Offshore Terminal Authority issued
a first-ever license to construct and operate offshore terminal facilities to the Louisiana
Offshore Oil Port (LOOP) for the purpose of building a deepwater port as a safe means to
receive and deliver crude oil from the largest tankers in the world; and
WHEREAS, on May 5, 1981, after constructing the nation's first deepwater port,
LOOP offloaded the Texaco Caribbean to deliver crude oil to refineries serving the energy
needs of Louisiana citizens and the American public, and since that time, LOOP has safely
moored over ten thousand six hundred tankers at the deepwater port; and
WHEREAS, in 1996, LOOP began receiving crude oil production from the Gulf of
Mexico as an economic and safe means of transporting outer continental shelf crude oil to
the United States mainland; and
WHEREAS, in 2018, LOOP received federal and state approval to begin outbound
loading operations from the deepwater port, and since that time, more than one hundred sixty
million barrels of domestically-produced crude oil have been exported from LOOP to
international ports, which has positively impacted the balance of trade of the United States
by several billion dollars; and
WHEREAS, today, LOOP safely receives, stores, and distributes more than fifty-five
percent of all crude oil produced from the Gulf of Mexico outer continental shelf, and more
than eight percent  of all crude oil refined in the entire United States, which activities support
critical jobs and revenue for Louisiana and its citizens; and
WHEREAS, LOOP has become one of the largest privately-owned crude oil storage
facilities in the United States with more than seventy-two million barrels of storage available
for refiners and producers to ensure a reliable supply of energy for American consumers; and

WHEREAS, LOOP takes great care in performing its services in a safe and
environmentally responsible manner through the development and implementation of a
one-of-a-kind Superport Environmental Protection Plan and Environmental Monitoring
Program that ensures the people of Louisiana and the environment are least impacted from
its operations; and
WHEREAS, since its operations began, LOOP has safely received, stored, and
distributed more than fourteen billion barrels of crude oil without a significant
environmental incident; and
WHEREAS, as the only crude oil deepwater port in the United States, LOOP's
forty-years of success is a result of the genius, innovation, collaboration, and hard work of
its employees, contractors, and local, state, and federal stakeholders to ensure the American
public receives a safe and reliable supply of energy.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend the Louisiana Offshore Oil Port on its fortieth anniversary and on being the first
and only crude oil deepwater port in the United States.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby
recognize LOOP for safely receiving, storing, and distributing billions of barrels of crude
oil to ensure a reliable supply of energy for the American public and contributing
significantly to the economic productivity of the United States.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby support
LOOP in its commitment to safe operations and the environment in protecting the interests
of Louisiana and its citizens.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the president of the Louisiana Offshore Oil Port.
