HLS 21RS-894 ORIGINAL 2021 Regular Session HOUSE RESOLUTION NO. 164 BY REPRESENTATIVE JAMES LEGISLATIVE AFFAIRS: Requests the Southern University Law Center to coordinate a study regarding the development of racial and ethnic impact statements on legislative proposals 1 A RESOLUTION 2To urge and request the Southern University Law Center to coordinate a study of the 3 development of a policy and related procedures to require racial and ethnic impact 4 statements on legislation and to report study findings and recommendations to each 5 member of the House of Representatives and to the House Committee on House and 6 Governmental Affairs no later than February 1, 2022. 7 WHEREAS, some states and local jurisdictions have either enacted or considered 8requirements for an analysis of racial and ethnic impacts of legislative proposals to provide 9vital information to policymakers for consideration during the legislative process; and 10 WHEREAS, racial and ethnic impact statements may provide legislators with key 11information during the legislative process that will enable legislators to identify and mitigate 12unintended consequences prior to enactment of any policy that may disparately impact 13specific racial or ethnic populations. 14 THEREFORE, BE IT RESOLVED that the House of Representatives of the 15Legislature of Louisiana does hereby urge and request the Southern University Law Center 16to coordinate a study of the development of a policy to require racial and ethnic impact 17statements on legislation. 18 BE IT FURTHER RESOLVED that in coordinating the study, the Southern 19University Law Center shall engage, consult with, and obtain information and perspective 20from the following stakeholders: Page 1 of 2 HLS 21RS-894 ORIGINAL HR NO. 164 1 (1) Tulane University. 2 (2) Together Louisiana. 3 (3) The American Civil Liberties Union's Racial Justice Program. 4 (4) The National Association for the Advancement of Colored People. 5 BE IT FURTHER RESOLVED that the Southern University Law Center shall report 6study findings and recommendations to each member of the House of Representatives and 7to the House Committee on House and Governmental Affairs no later than February 1, 2022.
