ENROLLED 2021 Regular Session HOUSE RESOLUTION NO. 169 BY REPRESENTATIVE MARCELLE A RESOLUTION To create and provide for a subcommittee of the House Committee on Administration of Criminal Justice to study the disposition of dogs used in dogfighting and receive information from the Best Friends Animal Society, the Police Jury Association of Louisiana, the Louisiana Municipal Association, the Animal Humane Society, and any other interested stakeholders and report its findings to the House Committee on Administration of Criminal Justice no later than February 1, 2022. WHEREAS, dogs have been domesticated by humans throughout all of history; and WHEREAS, dogfighting has been a popular event in the United States since the nineteenth century; and WHEREAS, dogfighting is illegal in all fifty states; and WHEREAS, multiple high-profile dogfighting seizures have occurred as a result of investigations in the United States, including the investigations of dogfighting at the Bad Newz Kennels and the Missouri Five Hundred; and WHEREAS, House Rule 14.51 pertinently states the following: "Each standing committee each joint committee and any subcommittee of such standing or joint committee is hereby specifically and expressly granted the power and authority to hold hearings, subpoena witnesses, administer oaths, require the production of books and records, and to do all other things necessary to accomplish the purposes of the study or investigation assigned to it by the House or by the legislature or by a majority of the members of the committee". THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby create a subcommittee of the House Committee on Administration of Criminal Justice to receive information from Best Friends Animal Society, the Police Jury Association of Louisiana, the Louisiana Municipal Association, the Animal Page 1 of 2 HR NO. 169 ENROLLED Humane Society, and any other interested stakeholders to study the disposition of dogs used in dogfighting and propose recommendations for the placement of these dogs with new owners. BE IT FURTHER RESOLVED that the chairman of the House Committee on Administration of Criminal Justice shall appoint the members of the subcommittee and designate the chairman and vice chairman of the subcommittee. BE IT FURTHER RESOLVED that the subcommittee shall make a report of its findings and recommendations, including proposed legislation, to the House Committee on Administration of Criminal Justice no later than February 1, 2022. BE IT FURTHER RESOLVED that one print copy and one electronic copy of any report produced pursuant to this Resolution shall be submitted to the David R. Poynter Legislative Research Library as required by R.S. 24:772.
