ENROLLED 2021 Regular Session HOUSE RESOLUTION NO. 173 BY REPRESENTATIVE MAGEE A RESOLUTION To urge and request the House Committee on Municipal, Parochial and Cultural Affairs to study the representation of parish and municipal elected officials and local legislators on boards and commissions that govern political subdivisions, especially those boards and commissions with taxing or budgetary authority or that own, maintain, or operate facilities within parish or municipal boundaries. WHEREAS, Louisiana has over four hundred fifty boards and commissions; many boards and commissions govern entities that have local taxing and budgetary authority or own, maintain, or operate facilities within parish or municipal boundaries; and WHEREAS, many boards and commissions with jurisdiction within the boundaries of parishes or municipalities diminish parish or municipal taxing authority or capacity, yet parish and municipal elected officials may not be represented on such boards or commissions; and WHEREAS, the citizens of Louisiana expect full and complete transparency and accountability when public dollars are expended or allocated for any purpose by any parish, municipality, or political subdivision; and WHEREAS, the membership of the Louisiana House of Representatives expects full and complete transparency and accountability when public dollars are expended or allocated for any purpose by any parish, municipality, or political subdivision. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby urge and request the House Committee on Municipal, Parochial and Cultural Affairs to study the representation of parish and municipal elected officials and local legislators on boards and commissions that govern political subdivisions, especially those boards and commissions with taxing or budgetary authority or that own, maintain, or operate facilities within parish or municipal boundaries. Page 1 of 2 HR NO. 173 ENROLLED BE IT FURTHER RESOLVED, that the committee is requested to examine statutory requirements regarding appointments to such boards and commissions, especially where those appointments are made by nongovernmental or unelected organizations and to make recommendations for increasing accountability to the public by increasing the representation of parish and municipal elected officials and local legislators on those boards, commissions, and political subdivisions of the state. BE IT FURTHER RESOLVED, that the committee shall report its findings, including recommendations for legislation, to the House of Representatives prior to December 1, 2021.
