ENROLLED 2021 Regular Session HOUSE RESOLUTION NO. 187 BY REPRESENTATIVES MCKNIGHT AND PRESSLY A RESOLUTION To express the condolences of the House of Representatives upon the death of Paul Slocomb West. WHEREAS, it is with profound sadness and regret that the House of Representatives has learned of the death of Paul Slocomb West; and WHEREAS, Mr. West was a native of St. Petersburg, Florida; he moved to Louisiana to attend Louisiana State University, and after earning his bachelor's degree, he made Baton Rouge his home; he also attended law school at LSU's Paul M. Hebert Law Center, where he was a member of the Louisiana Law Review and the top student in his graduating class; and WHEREAS, Mr. West's exceptional ability as a lawyer was evident early in his career, and in 1992 he was elected the Louisiana State Bar Association's Outstanding Young Lawyer; he continued to excel throughout his entire career, serving as president of the Baton Rouge Bar Association in 1998 and president of the International Association of Gaming Advisors in 2010; and WHEREAS, Mr. West was an outstanding scholar and teacher in addition to his career as a lawyer; he developed a course on gaming law and served as the course's instructor at the Paul M. Hebert Law Center for the past ten years; in 2005 he received a master of business administration degree, and more recently, he had taken mediation dispute resolution courses at Pepperdine University; and WHEREAS, Mr. West embraced the Baton Rouge community and proudly offered himself to serve on numerous civic clubs and organizations; he served as president of the Rotary Club of Baton Rouge, the City Club of Baton Rouge, the Louisiana Arts and Science Museum, and the Baton Rouge Gallery; he also served on several boards in support of the greater Baton Rouge area, including the Arts Council, the Alzheimer's Association, Hospice, and the Baton Rouge Area Foundation; and Page 1 of 2 HR NO. 187 ENROLLED WHEREAS, Mr. West honorably served with excellence as the general counsel of the Louisiana Pilotage Fee Commission; and WHEREAS, Mr. West was a passionate supporter of LSU sports; he and his partners regularly hosted top-tier tailgates for football and baseball games; he formed many bonds and made many memories during these cherished gatherings; he was also passionate about bass fishing and horse racing; and WHEREAS, Paul Slocomb West is survived by his wife of forty years, Kathy; his sons, Andrew Slocomb West, and his partner Steven, and Michael Flynn West, and his wife Kortney; his grandchildren, Elizabeth, Joshua, Benjamin, and Olivia; his brothers, Dr. James West, III, and his wife Carolyn, and David West, Sr.; his sister, Terry Cobb, and her husband Bill; sister-in-law, Chris Ross DeWeese; and a host of nieces, nephews, and extended family; he will be deeply missed. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express heartfelt condolences on the death of Paul Slocomb West; does hereby recognize Mr. West for his unmistakable dedication to the Baton Rouge community and applaud his civic mindedness; and does hereby extend sincere hopes that his family and friends find comfort during this difficult time.
