ENROLLED 2021 Regular Session HOUSE RESOLUTION NO. 219 BY REPRESENTATIVES GLOVER, SEABAUGH, JENKINS, AND PRESSLY A RESOLUTION To express the condolences of the House of Representatives upon the death of Charles Alois "Chuck" Gruber. WHEREAS, it is with immense sadness and profound regret that the House of Representatives has learned of the death, on April 26, 2021, of Charles Alois "Chuck" Gruber; and WHEREAS, Chuck was born on March 24, 1947, in Chicago, Illinois, to Florian and Millicent Gruber; he served honorably in the United States Marine Corps from 1964 to 1968 during the Vietnam War; and WHEREAS, upon completion of his military duties, Chuck began what would become a prestigious career in law enforcement; after serving eight years as a police officer in Addison, Illinois, he served as police chief in several cities: Quincy, Illinois (1976-1986), Shreveport, Louisiana (1987-1990), Elgin, Illinois (1990-1998), and South Barrington, Illinois (1999-2008); and WHEREAS, in total, Mr. Gruber served in law enforcement for four decades with thirty-two of those years as a chief of police; he was president of the International Association of Chiefs of Police and the Illinois Association of Chiefs of Police; and WHEREAS, Chuck worked as a consultant and expert witness for law enforcement issues at the local, regional, and national levels; he was retained by the United States Department of Justice Civil Rights Division to investigate alleged pattern and practice abuses in law enforcement in states across the country; he also consulted on a variety of policing issues including the use of excessive force, policy development, implementation, and compliance monitoring; and WHEREAS, Mr. Gruber most recently served as a police practices co-coordinator to monitor compliance with the consent decree between the U.S. Department of Justice and Page 1 of 2 HR NO. 219 ENROLLED the Virgin Islands Government which required reform of the police practices of the Virgin Islands Police Department; and WHEREAS, Mr. Gruber earned a bachelor's degree in psychology and a master's degree in social justice administration; he was a graduate of the Federal Bureau of Investigation National Academy, Law Enforcement Executive Development, the National Executive Institute, and the University of Louisville Administration Officers Course, Southern Police Institute; he had also recently certification as a Just Culture Champion; and WHEREAS, Chuck was in receipt of numerous awards and accolades for his truly impressive career in law enforcement; while serving as Shreveport chief of police, he received the Paul Lynch Award for his contribution to the advancement of the city's civil rights movement; and WHEREAS, Chuck leaves to cherish his memory his loving wife of fifty-one years, Linda Gruber; his children, Daniel Gruber, Gini Shahzada, and her husband Zain, and Kenneth; his granddaughters, Alexis, Gisele, and Scarlett; his siblings, Ellen Grinstead, and her husband Steve, Steven, and his wife Gigi, Peter, and his wife Sue, and Suzanne; and a host of extended family and friends; and WHEREAS, Charles Alois "Chuck" Gruber was a truly inspiring individual who served admirably as an model law enforcement professional; his impact and legacy will live on forever, as will his memory. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express heartfelt condolences on the death of Charles Alois "Chuck" Gruber; does hereby recognize Chuck's many contributions to law enforcement in our country and to society as a whole; and does hereby extend sincere hopes that his family and friends find comfort during this difficult time.
