HLS 21RS-540 ORIGINAL 2021 Regular Session HOUSE RESOLUTION NO. 90 BY REPRESENTATIVE KERNER CHILDREN/DCFS: Requests an efficiency audit of the state Temporary Assistance for Needy Families (TANF) program 1 A RESOLUTION 2To urge and request the Department of Children and Family Services to conduct an annual 3 audit to improve agency efficiency, the productivity of Louisiana's Temporary 4 Assistance for Needy Families program, and child welfare overall. 5 WHEREAS, the mission of the Department of Children and Family Services (DCFS) 6is to keep children safe, help individuals and families become self-sufficient, and provide 7safe refuge during disasters; and 8 WHEREAS, Louisiana's Temporary Assistance for Needy Families (TANF) program 9provides assistance throughout the state to needy families with, or expecting, children and 10childless individuals with very low income; and 11 WHEREAS, DCFS administers and supervises the care, welfare, and special 12initiatives that comprise Louisiana's TANF program; and 13 WHEREAS, an efficiency audit is an investigation of the implementation and 14administration of an agency's program; and 15 WHEREAS, conducting an efficiency audit can provide valuable information on 16increasing organizational productivity and cost effectiveness; and 17 WHEREAS, in recent years, other states like Texas have conducted efficiency audits 18for their TANF programs, with the Texas audit being a notable example for our state; and Page 1 of 2 HLS 21RS-540 ORIGINAL HR NO. 90 1 WHEREAS, an efficiency audit can aid this state as it continues to improve during 2its transition from a centralized, government-run child welfare bureaucracy to a 3decentralized, community-led system; and 4 WHEREAS, use of such an efficiency audit will likely inform the state of actions that 5can bring its child welfare system into compliance with federal requirements and inform 6overall program effectiveness; and 7 WHEREAS, it is appropriate that an efficiency audit be conducted on the TANF 8program of this state; and 9 WHEREAS, it is also appropriate that such an audit be conducted on an annual basis. 10 THEREFORE, BE IT RESOLVED that the House of Representatives of the 11Legislature of Louisiana does hereby urge and request the Department of Children and 12Family Services to conduct an annual audit to improve agency efficiency, the productivity 13of Louisiana's Temporary Assistance for Needy Families program, and child welfare overall. 14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 15secretary of the Department of Children and Family Services.
