TEACHERS.  Prohibits measures of student growth from being used to evaluate teacher
performance or effectiveness for the 2020-2021 school year. (gov sig)
1	AN ACT
2 To enact R.S. 17:3902(F) and 3997(D)(2)(c), relative to elementary and secondary
3 education; to provide relative to the evaluation of teacher performance and
4 effectiveness for the 2020-2021 school year; to prohibit the use of student growth
5 measures in the evaluations; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:3902(F) and 3997(D)(2)(c) are hereby enacted to read as follows:
8 §3902. Evaluation program; process

10	F. Notwithstanding any provision of law to the contrary, for the
11 2020-2021 school year, measures of student growth shall not be used to evaluate
12 teacher performance or effectiveness.

1	(c) Notwithstanding any provision of law to the contrary, for the
2 2020-2021 school year, measures of student growth shall not be used to evaluate
3 teacher performance or effectiveness.

5 Section 2.  This Act shall become effective upon signature by the governor or, if not
6 signed by the governor, upon expiration of the time for bills to become law without signature
7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
8 vetoed by the governor and subsequently approved by the legislature, this Act shall become
9 effective on the day following such approval.

Present law requires that student assessments be conducted and student achievement and
student growth data be used in evaluating teachers, schools, and school districts.
Present law prohibits the use of value-added data to evaluate teacher performance or
effectiveness for the 2020-2021 school year.
Proposed law retains present law and additionally provides that notwithstanding any
provision of law to the contrary, for the 2020-2021 school year, measures of student growth
shall not be used for evaluating teacher performance or teacher effectiveness.
Present law provides for the governing authority of each charter school to annually evaluate
each teacher and administrator.
Present law prohibits the use of value-added data to evaluate teacher performance or
effectiveness for the 2020-2021 school year.
Proposed law retains present law and additionally provides that notwithstanding any
provision of law to the contrary, for the 2020-2021 school year, measures of student growth
shall not be used for evaluating teacher performance or teacher effectiveness in charter
schools.
Effective upon signature of the governor or lapse of time for gubernatorial action.
