SENATE CONCURRENT RESOL UTION NO. 37
BY SENATORS JOHNS, ABRAHAM AND REESE 
A CONCURRENT RESOL UTION
To commend former district attorney of the Fourteenth Judicial District, John F. DeRosier,
for his many years of outstanding public service to the city of Lake Charles, the
parish of Calcasieu, and the state of Louisiana.
WHEREAS, John F. DeRosier attended undergraduate school at the University of
Southwest Louisiana in Lafayette, Louisiana, and entered Louisiana State University Law
School in 1967; and
WHEREAS, he enlisted in the Marine Corp as a machine gunner during law school,
spent eleven months in Vietnam, was awarded the Naval Achievement Medal with Combat
"V.", and reentered law school upon his return to the states; and
WHEREAS, as a Lake Charles resident of forty-eight years, John DeRosier had a law
practice that focused on civil litigation, personal injury, and criminal law until his election
as district attorney; he also served as City Attorney for the City of Lake Charles and General
Counsel for the Calcasieu Parish Sheriff's Office; and
WHEREAS, John DeRosier serves on the Boy Scouts Board of Directors and is past
president of the Louisiana District Attorneys Association; and
WHEREAS, he took the oath of office for district attorney on December 20, 2005,
was re-elected in 2008 and again in 2014; and
WHEREAS, John DeRosier founded the 100 Black Men of Lake Charles
organization, established the Case Review Team to improve communications with law
enforcement, and created the Calcasieu Full Force group to target DWI offenders in response
to the excessive number of traffic fatalities and a 60% increase in DWIs; and
WHEREAS, he also worked with legislators for the enactment of numerous items
of legislation in both the Louisiana and Texas legislatures relative to the regulation of pain

management clinics and the legal distribution of controlled dangerous substances in the form
of narcotic pain medication and other controlled dangerous substances; prior to this time,
Texas had no statutes to regulate the ownership, management, and operation of pain
management clinics within its borders; and
WHEREAS, John DeRosier has been proactive and implemented an aggressive
campaign to capture and prosecute online sexual predators and reestablished the Sexual
Assault Nurse Examiner Program; and
WHEREAS, he assisted in the formation of Adult Drug Court, DWI Court, and
Veterans Court and established the "Fatal Vision" DWI Simulation Program that travels to
schools to demonstrate the effects of impaired driving; and
WHEREAS, during the 2006 Louisiana legislative session, John DeRosier advocated
"doctor shopping" legislation to decrease the number of deaths from "pain management"
prescription drug overdoses in our young adult population; and
WHEREAS, he was instrumental in organizing a task force of Louisiana and Texas
legislators, law enforcement, and administrative agencies to combat the proliferation of pain
management clinics in Southeast Texas and Louisiana; and
WHEREAS, John DeRosier has spoken at numerous conferences, as well as the
Center for Disease Control in Atlanta, the DEA Pain Clinic Symposium in Nashville, and
the Southern Legislative Conference in Memphis, on the subject of abuse of prescription
pain medications; participated in a national prescription working group in New Mexico
which was sponsored by the National Alliance for Model State Drug Laws to identify current
problems relative to the abuse of pain management medication, different methodologies for
controlling the dispensing of these dangerous drugs by medical providers, and abuse of these
medications by addicted users, as well as those addicted to the monetary profits obtained
from illegal sales of prescription medications; and
WHEREAS, in the 2010 Louisiana legislative session, he advocated the toughest
felony DWI mandatory minimum sentences in the country; and
WHEREAS, John DeRosier received the Louisiana DWI Law Enforcement Award
from the Louisiana Highway Safety Commission and the 2012-2013 "Patriot of the Year
Award" from the Lake Charles Armed Services Commission; in 2013, he was inducted into

the Louisiana Justice Hall of Fame and received the 2016 "Friend of Pro Bono Award" from
the Louisiana State Bar Association; and was inducted into the McNeese State University
Hall of Honor in 2019; and
WHEREAS, John DeRosier is an outstanding example of what it means to be a
servant of the people and he is most deserving of recognition for many years of dedicated
service to people of Calcasieu Parish and the state of Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend former Fourteenth Judicial District, district attorney, John DeRosier, for his years
of outstanding public service to the city of Lake Charles, parish of Calcasieu, and the state
of Louisiana throughout his career and does hereby extend sincere hopes and wishes
continued success in future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
John DeRosier.
