2021 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 52 BY SENATOR SMITH AND REPRESENTATIVE GREGORY MILLER A CONCURRENT RESOL UTION To express the sincere condolences of the Legislature of Louisiana upon the passing of Billy B. Booth. WHEREAS, it is with great regret that the citizens of Louisiana have learned of the death of Billy B. Booth. WHEREAS, Billy Byron Booth passed away on December 26, 2020, at the age of 74 after a fierce fight with COVID-19 and pneumonia; and WHEREAS, Billy was born on June 2, 1946, in Terry, Mississippi; and WHEREAS, he graduated from Bogalusa High School as well as Louisiana College where he earned a Bachelor of Arts in religion and speech; and WHEREAS, in 1969, Billy joined the New Orleans Police Department where he served as a patrolman in the third district, worked in the communications division, became an emergency medical technician, and capped his career with the New Orleans Police Department as a bomb squad technician, all while earning his bachelor's degree in criminology from Loyola University in New Orleans; and WHEREAS, Billy later served as a state trooper in Troop B and was selected to be part of their executive protection unit where he had the privilege of protecting Lieutenant Governor James Fitzmorris Jr. who became a lifelong friend; and WHEREAS, in 1980, he was hired as chief of security for McMoran Oil and Gas and later Freeport-McMoran where Billy worked for twenty years, including seven years as director of security at their copper mine in Iran Jaya, Indonesia; and WHEREAS, after over thirty years of service in high stress occupations, Billy tried to retire, but it only lasted six months which was long enough to catch up on projects around the house; and Page 1 of 2 SCR NO. 52 ENROLLED WHEREAS, shortly after the 9/11 terrorist attacks, Billy acted on his call to duty and joined the newly-created Transportation Security Administration as a supervisory transportation officer, where he also served as a trainer and analyst; and WHEREAS, he was promoted to lead transportation security specialist for explosives where he continued to proudly serve until he became ill; and WHEREAS, Billy was a faithful Christian and a proud member of the Gideons International, a deacon at St. Rose Community Church and First Baptist Church of Kenner, and participated with joy in numerous church choirs and Bible study groups; and WHEREAS, he was a member of the St. Rose Planning and Zoning Commission for twelve years; and WHEREAS, Billy is survived by his beloved wife Theresa Miller Booth; his brother John David Booth Sr. and spouse Susan; his sisters-in-law Opal Bode and spouse George, and Janis Bonura and spouse Justin; his brother-in-law Sam Miller and spouse Debbi; children Paul Byron Booth and Dr. Angela Booth Wingfield and spouse Bill; his stepson Wayne Barrett Marvin Jr. and spouse Cole; his step-son-in-law Billy Maisano; grandchildren Spencer and Claire Wingfield; John Paul and Miles Booth; Lauren, Nicole, Katherine, and Will Maisano; Amanda, Emma, and Grant Marvin; Haleigh, Alaina and Ben Gardner; as well as a host of loving nieces, nephews, and cousins; and WHEREAS, because of his numerous accomplishments in public and private life, Billy B. Booth will be forever remembered by the people and friends in Louisiana for his integrity, dignity, courage, and the joy he left in the hearts of all who knew him. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby extend sincere regrets and condolences to his family on the occasion of his death.
