SENATE RESOLUTION NO. 183
BY SENATOR CORTEZ 
A RESOLUTION
To commend and congratulate James Richard Bright for dedicated service as a Senate
security officer, upon his retirement.
WHEREAS, James Richard Bright was born in Columbia, Louisiana, in 1945, and
shortly thereafter, his family moved to Baton Rouge; and
WHEREAS, after graduating from Baton Rouge High School in 1964, Richard
served four years in the United States Air Force, two years in Vietnam, and other Southeast
Asia countries; and
WHEREAS, he returned home to begin his fifty-year plus law enforcement career,
beginning with the East Baton Rouge Parish Sheriff's Office in 1968; and
WHEREAS, Richard subsequently worked for the LSU Police Department and then
the Mississippi River Bridge Police, before becoming employed by the Louisiana
Department of Public Safety Police where he retired as Lieutenant in 2007; and
WHEREAS, he has proudly served as a security officer for the Louisiana Senate
since 2008; and
WHEREAS, Richard and his wife, Phyllis, have been married for thirty-four years;
and
WHEREAS, he is a member of Ingleside United Methodist Church and sings in the
choir; and
WHEREAS, the success of the state of Louisiana, the strength of our communities,
and the overall vitality of American society depend in great measure upon men like
Richard Bright who use their talents and resources to lead by example, with ethics and
integrity, while serving their state and their country.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and express appreciation to Senate security officer, Richard Bright,
on the occasion of his retirement after fourteen years of dedicated and distinguished service
with the Senate and overall fifty-plus years in law enforcement, and does hereby extend to
him and his family full measures of continued success and happiness in future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
James Richard Bright.
