SENATE RESOLUTION NO. 211

A RESOLUTION
To urge and request the Louisiana Department of Health to study the Medicaid rates for
nonemergency medical transportation services and potential means for financing
those services and to report the findings of the study to the Senate Committee on
Finance and the Senate Committee on Health and Welfare.
WHEREAS, the Louisiana Department of Health administers the Medicaid program
of this state; and
WHEREAS, nonemergency, non-ambulance medical transportation (NEMT) services
are a critical part of the Medicaid program of this state and are required by federal Medicaid
policy; and
WHEREAS, NEMT providers facilitate access for Medicaid enrollees to vital health
care services; and
WHEREAS, NEMT providers are experiencing increasing business costs due to a
steep escalation in the cost of the vehicle insurance that they are required by the state
Medicaid program to carry; and
WHEREAS, reforms and innovations in the NEMT program are necessary in order
to better serve Medicaid enrollees and to improve the program overall; and
WHEREAS, increasing the rates paid to NEMT providers could strengthen the
NEMT network and enhance access to care for the Medicaid enrollees of this state.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Louisiana Department of Health to study the Medicaid
rates for nonemergency medical transportation services and potential means for financing
those services.
BE IT FURTHER RESOLVED that the Louisiana Department of Health shall report
the findings of the study called for in this Resolution to the Senate Committee on Finance
and the Senate Committee on Health and Welfare not later than October 1, 2021.
