BY SENATORS CORTEZ, ABRAHAM, ALLAIN, BARROW, BERNARD,
BOUDREAUX, BOUIE, CATHEY, CLOUD, CONNICK, FIELDS,
FOIL, HARRIS, HENSGENS, HEWITT, JOHNS, LAMBERT,
LUNEAU, MCMATH, MILLIGAN, FRED MILLS, ROBERT MILLS,
MIZELL, MORRIS, PEACOCK, POPE, PRICE, REESE, SMITH,
TALBOT, TARVER, WARD, WHITE AND WOMACK 
A RESOLUTION
To commend and congratulate Senator and Congressman-elect Troy A. Carter upon his
election to the United States Congress, representing Louisiana's Second
Congressional District.
WHEREAS, Pastor Eartha Flemings Carter raised Teddy, Kenneth, Gary, Gregory,
Jill, and Troy Carter on the West Bank of Orleans Parish; and
WHEREAS, "Momsy" put herself through Xavier while raising her children and
taught them the importance of faith, hard work, and service; and
WHEREAS, "Momsy" instilled in each of her children that they could do anything
they set their minds to; and
WHEREAS, Troy Carter is the proud father of Troy II and Joshua Carter, Millie,
Beaux, and Milo; and
WHEREAS, on October 19, 2019, Senator Troy A. Carter joined the love of his life,
Brigadier General Andree' "Ana" Navarro, in marriage; and
WHEREAS, Troy Carter, the youngest of six children, was educated in the Orleans
Parish Public School system and earned a Bachelor of Arts in Political Science and Business
Administration at Xavier University of Louisiana; and
WHEREAS, he also studied at Carnegie-Mellon's Graduate School of Urban and
Public Affairs in Pittsburgh, Pennsylvania, and served as an adjunct instructor of Political
Science at Xavier University of Louisiana; and
WHEREAS, Troy Carter was awarded a Green Foundation Fellow to Harvard
University, John F. Kennedy School of Government's Program for Senior Executives in State
and Local Government; and
WHEREAS, Troy Carter has enjoyed a distinguished career in virtually every level
of local and state government, which began when he served for six years as the Executive
Assistant to New Orleans Mayor Sidney Barthelemy; and

WHEREAS, in 1991, he became the first African American to be elected to the
Louisiana House of Representatives from the 102nd District (Algiers), served on the
Education Committee, Municipal, Parochial and Cultural Affairs Committee, and the
Transportation, Highways and Public Works Committee, and also served as the youngest
floor leader representing the city of New Orleans in the House of Representatives; and
WHEREAS, in September 1992, during his first year as a state representative, Troy
Carter was recognized by the Louisiana Municipal Association, which awarded him the
Outstanding Legislator of the Year; he was also named to the "All Rookie Team 1993" by
the late Louisiana political columnist John Maginnis; and
WHEREAS, in 1994, Troy Carter was elected to the New Orleans City Council
representing District C, which includes the historic French Quarter and the New Orleans
Westbank – once again, the first African American to be elected to the position; and
WHEREAS, in 1997, he again made history by becoming the first incumbent District
C council member in modern history to be reelected without opposition; and
WHEREAS, during his years on the council, Carter served with distinction and was
a driving force in the renaissance of New Orleans with an enviable record of achievement;
and
WHEREAS, Troy Carter is committed to the community and serves on numerous
civic associations and in other organizations; and
WHEREAS, as a city councilman, Troy Carter served as Chairman of the City
Council Special Development Projects Committee and the Ground Transportation
Committee, the Utilities, Cable/Telecommunications Committee, and the Budget
Committee; he was on the Board of Directors of the New Orleans Sewerage and Water
Board where he served as Chairman of the Operations Committee; and he was a member of
the Board of Directors of the French Market Corporation, the Upper Pontalba Building
Restoration Corporation, the New Orleans Tourism Marketing Corporation, the Greater New
Orleans Tourist & Convention Commission, the Canal Street Development Corporation, and
the Rivergate Development Corporation; and
WHEREAS, on January 11, 2016, Troy Carter was sworn in as the first
African-American Louisiana State Senator for District 7 and has served as Chairman of the

Labor and Industrial Relations Committee and as a member of the Commerce, Consumer
Protection and International Affairs Committee, the Judiciary C Committee, the Revenue
and Fiscal Affairs Committee, the Select Coastal Restoration and Flood Control Committee,
the Select Committee on Homeland Security, and the Select Committee on Military and
Veterans Affairs; and
WHEREAS, reelected in 2020 as a state senator, he has sought to raise the state's
minimum wage and strengthen anti-discrimination laws against the LGBTQ+ community
and has opposed measures which would restrict abortion and strengthen gun rights; and
WHEREAS, during his tenure as a state legislator, he authored or coauthored more
than seventy-five bills which have become law; and
WHEREAS, Troy Carter is a member of the Louisiana Democratic Caucus, Jefferson
Parish Legislative Delegation, Orleans Delegation, and Louisiana Legislative Black Caucus,
as well as Chairman of the Senate Democratic Caucus; and
WHEREAS, he is an elected member of the Orleans Parish Democratic Executive
Committee, where he is the Chairman of District C; he is the Chairman of the Board of the
Algiers Development District; he was elected as a delegate to the 1988, 1992, 1996, 2000,
2004, 2008, 2012, 2016, and 2020 Democratic National conventions; and was chosen to
participate in the State Legislative Leaders Foundation; and
WHEREAS, Troy Carter is also a successful entrepreneur as the Managing Partner
of Policy & Planning Partners, LLC in New Orleans as well as the CEO of Commonwealth
Properties, LLC; he is founder and president of News N' Brews, Incorporated, which
operated three successful gourmet coffeehouses in New Orleans; and
WHEREAS, with the resignation of United States Representative Cedric Richmond
in January 2021, Carter qualified for the special election to fill the vacant seat and in the
run-off election held on April 24, 2021, he became the United States Representative-elect
for Louisiana's Second Congressional District; and
WHEREAS, Troy A. Carter, our colleague and friend, deserves a special measure
of commendation for his past and current outstanding public service to his city, House
district, Senate district, the state, and his commitment to serve as Congressman from
Louisiana's Second Congressional District.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Senator and Congressman-elect Troy A. Carter for
his exemplary service to the city of New Orleans, House District 102, Senate District 7, and
the state of Louisiana; does hereby congratulate him on his election as a United States
Representative to Congress from Louisiana's Second Congressional District; and does hereby
extend best wishes for success in the United States Congress and in other future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Senator and Congressman-elect Troy A. Carter.
