SENATE RESOLUTION NO. 5
BY SENATOR CATHEY 
CONDOLENCES.  Expresses sincere condolences upon the death of former Louisiana State
Senator Paul "David" Ginn.
1	A RESOLUTION
2 To express the sincere and heartfelt condolences of the Senate of the Legislature of
3 Louisiana upon the passing of a beloved gentleman, businessman, musician, and
4 former member of the Louisiana Senate, the Honorable Paul "David" Ginn, and to
5 celebrate a life well lived in service to the betterment of the state of Louisiana.
6 WHEREAS, it is with deep remorse that the Senate of the Legislature of Louisiana
7 has learned of the passing of former state senator, Paul "David" Ginn, on Thursday, January
8 20, 2022, at the age of seventy; and 
9 WHEREAS, David Ginn was an affable gentleman, kind and considerate, who
10 possessed a competitive spirit; a consummate man of the people who never met a stranger;
11 a vibrant human being with great compassion for those he represented; and 
12 WHEREAS, he was born in Greenville, Mississippi, on August 13, 1951, the only
13 child of C. L. "Pete" Ginn and Joyce Wheat Ginn, and when he was a young child, his family
14 relocated to Bastrop, Louisiana; and
15 WHEREAS, David Ginn attended Bastrop High School where he enjoyed competing
16 on the basketball and football teams and upon his graduation from high school, he enrolled
17 at Northeast Louisiana University, now known as University of Louisiana at Monroe, where
18 he earned a bachelor's degree; and

1 WHEREAS, he desired to work for his family's business and became the longtime
2 operator of Ginn's Grocery in Bastrop, Louisiana; and
3 WHEREAS, David Ginn was married to the former Patricia Brown for forty-six
4 years and together they raised their son, Philip Ginn; and 
5 WHEREAS, David Ginn embodied the best qualities of a public servant; he was an
6 intelligent, independent thinker who held a genuine interest in the people he represented and
7 felt a personal responsibility to represent all of his constituency with honesty and integrity;
8 and 
9 WHEREAS, he served as an elected delegate to the Constitutional Convention of
10 1973, a collaborative effort of representative democracy considered to be the most
11 significant achievement in Louisiana's history during the twentieth century; and 
12 WHEREAS, in 1979, David Ginn was elected to the Louisiana Senate to represent
13 the voters of Senate District 33, composed of the parishes of Morehouse, Richland, Madison,
14 East Carroll, West Carroll, and a portion of Ouachita; and 
15 WHEREAS, during his tenure in the Louisiana Senate, he was the youngest elected
16 member of the body, and he represented his constituents with distinction as vice chairman
17 of the Committee on Agriculture, Forestry, Aquaculture, and Rural Development, and
18 sponsored and supported legislation that enhanced the lives of the residents of his rural
19 district and residents of the entire state; and 
20 WHEREAS, shortly after serving two terms in the Louisiana Senate, David Ginn and
21 his family returned to Mississippi where he worked for several stores, including Wal-Mart
22 and Todd's Big Star, his last employer prior to retiring; and 
23 WHEREAS, he was a gifted and talented guitarist and learned to play the piano by
24 ear; he particularly enjoyed the music from the 1960s and 1970s; and
25 WHEREAS, David Ginn was an avid fan of the LSU Tigers, but after returning to
26 Mississippi, the Bulldogs of Mississippi State University claimed his loyalty; and 
27 WHEREAS, David Ginn is survived by his loving wife, Patricia Brown Ginn, their
28 son, Philip Ginn, brother-in-law, Richard Thorne, and many fond friends; and 
29 WHEREAS, David Ginn was an individual of great strength and intellect who
30 performed his public service proudly and willingly and leaves a rich and unique legacy of

1 public service to his family, community, state, and nation. 
2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
3 does hereby extend its sincere and heartfelt condolences to the family and friends of a
4 beloved gentleman, businessman, musician, and former member of the Louisiana Senate, the
5 Honorable Paul "David" Ginn, and celebrates a life well lived in service to the betterment
6 of the state of Louisiana. 
7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to his
8 widow, Patricia Brown Ginn.
