BOUDREAUX, BOUIE, CARTER, CONNICK, CORTEZ, FESI,
FIELDS, FOIL, HARRIS, HENRY, HENSGENS, HEWITT, JACKSON,
LAMBERT, LUNEAU, MCMATH, MILLIGAN, FRED MILLS,

A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana upon the passing of a beloved gentleman, businessman, musician, and
former member of the Louisiana Senate, the Honorable Paul "David" Ginn, and to
celebrate a life well lived in service to the betterment of the state of Louisiana.
WHEREAS, it is with deep remorse that the Senate of the Legislature of Louisiana
has learned of the passing of former state senator, Paul "David" Ginn, on Thursday, January
20, 2022, at the age of seventy; and
WHEREAS, David Ginn was an affable gentleman, kind and considerate, who
possessed a competitive spirit; a consummate man of the people who never met a stranger;
a vibrant human being with great compassion for those he represented; and
WHEREAS, he was born in Greenville, Mississippi, on August 13, 1951, the only
child of C. L. "Pete" Ginn and Joyce Wheat Ginn, and when he was a young child, his family
relocated to Bastrop, Louisiana; and
WHEREAS, David Ginn attended Bastrop High School where he enjoyed competing
on the basketball and football teams and upon his graduation from high school, he enrolled
at Northeast Louisiana University, now known as University of Louisiana at Monroe, where
he earned a bachelor's degree; and
WHEREAS, he desired to work for his family's business and became the longtime

operator of Ginn's Grocery in Bastrop, Louisiana; and
WHEREAS, David Ginn was married to the former Patricia Brown for forty-six
years and together they raised their son, Philip Ginn; and
WHEREAS, David Ginn embodied the best qualities of a public servant; he was an
intelligent, independent thinker who held a genuine interest in the people he represented and
felt a personal responsibility to represent all of his constituency with honesty and integrity;
and
WHEREAS, he served as an elected delegate to the Constitutional Convention of
1973, a collaborative effort of representative democracy considered to be the most
significant achievement in Louisiana's history during the twentieth century; and
WHEREAS, in 1979, David Ginn was elected to the Louisiana Senate to represent
the voters of Senate District 33, composed of the parishes of Morehouse, Richland, Madison,
East Carroll, West Carroll, and a portion of Ouachita; and
WHEREAS, during his tenure in the Louisiana Senate, he was the youngest elected
member of the body, and he represented his constituents with distinction as vice chairman
of the Committee on Agriculture, Forestry, Aquaculture, and Rural Development, and
sponsored and supported legislation that enhanced the lives of the residents of his rural
district and residents of the entire state; and
WHEREAS, shortly after serving two terms in the Louisiana Senate, David Ginn and
his family returned to Mississippi where he worked for several stores, including Wal-Mart
and Todd's Big Star, his last employer prior to retiring; and
WHEREAS, he was a gifted and talented guitarist and learned to play the piano by
ear; he particularly enjoyed the music from the 1960s and 1970s; and
WHEREAS, David Ginn was an avid fan of the LSU Tigers, but after returning to
Mississippi, the Bulldogs of Mississippi State University claimed his loyalty; and
WHEREAS, David Ginn is survived by his loving wife, Patricia Brown Ginn, their
son, Philip Ginn, brother-in-law, Richard Thorne, and many fond friends; and
WHEREAS, David Ginn was an individual of great strength and intellect who
performed his public service proudly and willingly and leaves a rich and unique legacy of
public service to his family, community, state, and nation.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby extend its sincere and heartfelt condolences to the family and friends of a
beloved gentleman, businessman, musician, and former member of the Louisiana Senate, the
Honorable Paul "David" Ginn, and celebrates a life well lived in service to the betterment
of the state of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to his
widow, Patricia Brown Ginn.
