HLS 22RS-479 ORIGINAL 2022 Regular Session HOUSE BILL NO. 690 BY REPRESENTATIVE GREGORY MILLER LEVEES/BDS & DISTRICTS: Provides relative to the appointment of levee commissioners for the Pontchartrain Levee District 1 AN ACT 2To amend and reenact R.S. 38:291(L)(2), relative to the appointment and nomination 3 process for the Pontchartrain Levee District; to require a list of nominations for the 4 appointment of commissioners; to require the governor to appoint commissioners 5 from a list of nominations; and to provide for related matters. 6 Notice of intention to introduce this Act has been published 7 as provided by Article III, Section 13 of the Constitution of 8 Louisiana. 9Be it enacted by the Legislature of Louisiana: 10 Section 1. HLS 22RS-479 ORIGINAL HB NO. 690 1 (a) The president of East Baton Rouge Parish shall submit three nominations, 2 subject to ratification by the governing authority of East Baton Rouge Parish, and the 3 governor shall appoint one member from the list. 4 (b) The president of Iberville Parish shall submit three nominations, subject 5 to ratification by the governing authority of Iberville Parish, and the governor shall 6 appoint one member from the list. 7 (c) The president of Ascension Parish shall submit three nominations, subject 8 to ratification by the governing authority of Ascension Parish, and the governor shall 9 appoint one member from the list. 10 (d) The president of St. James Parish shall submit three nominations, subject 11 to ratification by the governing authority of St. James Parish, and the governor shall 12 appoint one member from the list. 13 (e) The president of St. John the Baptist Parish shall submit three 14 nominations, subject to ratification by the governing authority of St. John the Baptist 15 Parish, and the governor shall appoint one member from the list. 16 (f) The president of St. Charles Parish shall submit three nominations, 17 subject to ratification by the governing authority of St. Charles Parish, and the 18 governor shall appoint one member from the list. 19 * * * DIGEST The digest printed below was prepared by House Legislative Services. Present law creates and provides for the Pontchartrain Levee District. Present law requires the governor to appoint, in accordance with present law (R.S. 38:304) one person for each of the parishes in the levee district, one person residing within the district, and also one representative of the Louisville, New Orleans, and Texas Railway Company and one representative of the Illinois Central Railroad Company. Chemical Association and providing gubernatorial appointments of members to serve as levee commissioners as follows: (1)Requires the president of East Baton Rouge Parish to submit three nominations, subject to ratification by the governing authority of East Baton Rouge Parish, and requires the governor to appoint one member from the list. (2) Requires the president of Iberville Parish to submit three nominations, subject to ratification by the governing authority of Iberville Parish, and requires the governor to appoint one member from the list. (3)Requires the president of Ascension Parish to submit three nominations, subject to ratification by the governing authority of Ascension Parish, and requires the governor to appoint one member from the list. (4)Requires the president of St. James Parish to submit three nominations, subject to ratification by the governing authority of St. James Parish, and requires the governor to appoint one member from the list. (5)Requires the president of St. John the Baptist Parish to submit three nominations, subject to ratification by the governing authority of St. John the Baptist Parish, and requires the governor to appoint one member from the list. (6)Requires the president of St. Charles to submit three nominations, subject to ratification by the governing authority of St. Charles, and requires the governor to appoint one member from the list.
