HOUSE BILL NO. 696
BY REPRESENTATIVES WRIGHT AND SCHEXNAYDER
MANUFACTURING:  Removes certain regulations imposed on manufacturers of
manufactured homes
1	AN ACT
2To amend and reenact R.S. 51:911.24(A)(1), (3), and (6) and (G)(1), relative to
3 manufacturers of manufactured, mobile, and modular homes; to remove certain
4 regulatory requirements from certain housing manufacturers located in the state;  
5 and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 51:911.24(A)(1), (3), and (6) and (G)(1) are hereby amended and
8reenacted to read as follows: 
9 ยง911.24.  License required; qualifications; application; issuance; transfer; criminal
10	history record information
11	A.(1)  No manufacturer located outside of this state or, retailer, or salesman
12 within or without this state shall sell or offer for sale in Louisiana any mobile home,
13 modular home, or manufactured housing unless he has obtained a valid
14 manufacturer's, retailer's, or salesman's license, whichever is applicable, from the
15 commission as provided in this Part.

17	(3)  No manufacturer within or without outside of this state shall sell or offer
18 for sale to a person any manufactured or modular housing for resale to the public
19 unless the person has obtained a valid retailer's or developer's license from the
20 commission as provided in this Part.

2	(6)  No retailers or developers shall offer for sale to the public any new
3 manufactured or modular home unless the manufacturer of the home is located in
4 this state or has obtained a valid manufacturer's license.

6	G.(1)  Any manufacturer located outside of this state or retailer located within
7 or without this state before removing any one or more of his places of business or
8 opening any additional place of business shall apply to the commission and obtain
9 a separate license for each place of business to which he intends to move and for
10 each additional place of business and pay the applicable fee, as provided in this Part,
11 for each place of business to which he moves and for each additional place of
12 business.

Abstract: Exempts in-state housing manufacturers from certain licensure requirements. 
Present law provides licensure requirements applicable to all manufacturers of
manufactured, mobile, or modular homes.
Proposed law retains present law in part, but exempts in-state manufacturer's of
manufactured, mobile, or modular homes from the requirements of licensure.
