RACING/HORSE: Provides relative to pari-mutuel racehorse wagering
1 AN ACT
2To amend and reenact R.S. 27:86, relative to racehorse wagering; to provide for pari-mutuel
3 racehorse wagering; to provide for the percentage of the pari-mutuel handle that must
4 be used for purse supplements; to provide for the payment of such portion of the
5 pari-mutuel handle to the Louisiana Horsemen's Benevolent and Protective
6 Association; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 27:86 is hereby amended and reenacted to read as follows:
9 ยง86. Issuance of permit to conduct pari-mutuel racehorse wagering
10 A. The division shall issue a permit to qualified racehorse wagering
11 operators to conduct pari-mutuel racehorse wagering on a riverboat in accordance
12 with the provisions of this Chapter.
13 B. An applicant for a permit to conduct pari-mutuel racehorse wagering shall
14 submit with his application a written contract of the terms with the owner of the
15 gaming license authorizing the applicant to conduct pari-mutuel racehorse wagering
16 on the riverboat.
17 C. The division shall promulgate rules and regulations for the conducting of
18 pari-mutuel racehorse wagering on riverboats in accordance with the provisions of
19 this Chapter.

1 D. The pari-mutuel racehorse wagering operator shall deliver to the
2 designated representative at the licensed racing association operated by the racehorse
3 wagering operator twenty-five percent of the audited net profits derived from
4 racehorse wagering authorized under this Part Louisiana Horsemen's Benevolent and
5 Protective Association, five percent of the pari-mutuel handle for use as purse
6 supplements. These funds shall be used in addition to all other funds available for
7 use as purses under current provisions of law. Such amounts shall be paid quarterly,
8 within thirty days of the end of the quarter.

Abstract: Authorizes pari-mutuel racehorse wagering on board a licensed riverboat.
Present law provides a permitting process for a qualified racehorse wagering operator to
conduct racehorse wagering on a riverboat and requires the racehorse wagering operator to
provide to the licensed racing association 25% of audited net profits from this activity to be
used as purse supplements.
Proposed law substantially retains present law but makes present law and proposed law
specifically applicable to pari-mutuel racehorse wagering.
Proposed law further changes the present law provision regarding the payment of audited
net profits to the licensed racing association from requiring the racehorse wagering operator
to provide 25% of the audited net profits to the licensed racing association to requiring the
pari-mutuel racehorse wagering operator to provide five percent of the pari-mutuel handle
to the Louisiana Horsemen's Benevolent and Protective Association.
