ENROLLED ACT No. 523 2022 Regular Session HOUSE BILL NO. 996 BY REPRESENTATIVE BRYANT 1 AN ACT 2 To amend and reenact R.S. 4:714(C), 724(B)(1) and (9), 732(B)(2) and (I), and 740(A), to 3 enact R.S. 4:707(E)(7) and (H)(4) and 724(B)(10), and to repeal R.S. 4:739(E)(1) 4 and (2), relative to charitable gaming; to provide relative to the use of electronic or 5 video bingo games; to provide for raffles; to provide relative to the cost of each game 6 play; to require machines to accept any denomination of cash in the form of bills or 7 tickets; to provide relative to the limit for the mega jackpot for progressive mega 8 jackpot bingo games; to provide relative to sales of progressive mega jackpot bingo 9 on Electronic Bingo Card Dabber Devices; to provide relative to the number of 10 electronic dabber devices issued to patrons who purchase bingo paper packs; to 11 provide relative to the conducting and regulation of charitable gaming; to provide 12 relative to sales of progressive mega jackpot bingo on Electronic Bingo Card Dabber 13 Devices; to provide for definitions; and to provide for related matters. 14 Be it enacted by the Legislature of Louisiana: 15 Section 1. R.S. 4:714(C), 724(B)(1) and (9), 732(B)(2) and (I), and 740(A) are 16 hereby amended and reenacted and R.S. 4:707(E)(7) and (H)(4) and 724(B)(10) are hereby 17 enacted to read as follows: 18 §707. Authorization to license certain organizations; exemption; requirement for 19 state license 20 * * * 21 E. HB NO. 996 ENROLLED 1 (7) "Coastal conservation association" shall mean a member-based 2 organization domiciled in this state operated for the purpose of promoting marine 3 wildlife and habitat conservation and whose mission is to promote and enhance the 4 present and future availability of coastal resources for the benefit and enjoyment of 5 the general public. 6 * * * 7 H. 8 * * * 9 (4) Notwithstanding the provisions of Paragraph (2) of this Subsection, a 10 coastal conservation association as defined in R.S. 4:707(E)(7) shall be exempt from 11 the provisions of Paragraph (1) of this Subsection, strictly for the purposes of 12 conducting the game of chance commonly known as raffle or raffles as defined in 13 R.S. 4:707(A)(1). 14 * * * 15 §714. Restrictions; requirements; transfers; prohibitions 16 * * * 17 C.(1) Each licensee shall designate an active member and a sufficient 18 number of alternate members of the organization to be in charge of and primarily 19 responsible for each session of a game of chance. Such individual, or alternates, who 20 shall be designated as the member-in-charge, shall supervise all activities of such 21 session and be responsible for the conduct of all games of such session. The 22 member-in-charge or alternate shall be present at all times on the premises during the 23 session. In addition, each The provisions of this Paragraph shall only apply to call 24 bingo sessions. 25 (2) Each licensee shall designate an active member of the organization to be 26 responsible for the documentation of receipts and disbursements as well as the 27 maintenance of all financial records. HB NO. 996 ENROLLED 1 §724. Use of electronic or video bingo games 2 * * * 3 B. Any such electronic bingo machine shall be subject to the following 4 requirements and restrictions concerning its operation and use: 5 (1) The cost of each game play shall be not less than twenty-five cents nor 6 more than one dollar four dollars. 7 * * * 8 (9) A machine shall have a mechanism that accepts any denomination of 9 cash in the form of bills or tickets verifiable as valid indicating the ticket value. 10 (10) No person under the age of eighteen shall assist in the holding, 11 operation, or conducting of electronic or video bingo games. 12 * * * 13 §732. Progressive bingo 14 * * * 15 B. 16 * * * 17 (2) The mega jackpot for a progressive mega jackpot bingo game played 18 pursuant to and in accordance with the provisions of this Section and networked or 19 linked together pursuant to Subsection G of this Section may exceed the limit 20 established in R.S. 4:714, but shall not exceed ten thirty thousand dollars. Portions 21 of players' contributions to progressive mega jackpot bingo games may be used for 22 consolation prizes and to contribute to the progressive mega prize pool and shall not 23 be considered part of the limit established in R.S. 4:714(B). 24 * * * 25 I. Sales of progressive mega jackpot bingo on an Electronic Bingo Card 26 Dabber Device for any organization shall not exceed six thirty games per hour and 27 shall not exceed the gross sales of bingo and pull-tabs in a single reporting quarter 28 for any organization. The office may suspend the sales of progressive mega jackpot 29 bingo for any organization that violates the provisions of this Subsection until the 30 organization becomes compliant. 31 * * * Page 3 of 4 CODING: Words in struck through type are deletions from existing law; words underscored are additions. HB NO. 996 ENROLLED 1 §740. Session defined 2 A. A session represents authorized games of chance played within a time 3 limit not to exceed eight consecutive hours, with a minimum of twelve hours 4 between sessions. A licensee may operate no more than five premises for the 5 purpose of charitable gaming activities, however, each licensee may only have one 6 session at each premise per twelve hour period. A session of keno or bingo when the 7 licensee possesses a special license is limited to six eight consecutive hours. 8 Sessions are limited to not more than one session per calendar day per licensee 9 premises. Organizations are not allowed to begin their session until the stated time 10 on their license issued by the office. 11 * * * 12 Section 2. R.S. 4:739(E)(1) and (2) are hereby repealed in their entirety.
