ENROLLED 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 26 BY REPRESENTATIVES COUSSAN, AMEDEE, BEAULLIEU, BOURRIAQUE, BRYANT, CARRIER, DEVILLIER, DUBUISSON, EDMONDS, EMERSON, FIRMENT, FISHER, FONTENOT, FREIBERG, GAROFALO, HODGES, HORTON, TRAVIS JOHNSON, KERNER, LACOMBE, MCCORMICK, MCFARLAND, MIGUEZ, MINCEY, NEWELL, ORGERON, CHARLES OWEN, RISER, ROMERO, SCHAMERHORN, ST. BLANC, STEFANSKI, THOMPSON, WRIGHT, AND ZERINGUE A CONCURRENT RESOL UTION To urge and request the president of the United States to consider the current geopolitical tensions and support policies and take measures to ensure America's long-term energy affordability, security, leadership, and progress, including actions that result in the continued operation of existing oil and natural gas pipelines, the construction of new oil and gas pipelines, and an end to restrictions on developing our nation's onshore and offshore oil and natural gas resources. WHEREAS, oil and natural gas are vital components of our nation's economy, providing more than eleven million jobs nationwide, including approximately three hundred and forty-five thousand total jobs and approximately twenty-five billion dollars in gross domestic income in Louisiana alone; and WHEREAS, United States energy abundance has provided security that has historically led to reliable, affordable energy for American consumers and our allies; and WHEREAS, the world is looking to America for energy leadership and stability as current geopolitical events pose potential economic disruptions when inflation already affects households, both in the United States and across Europe; and WHEREAS, operation and expansion of a key component of America's energy success, our oil and natural gas pipelines, which provide the most efficient means of transporting those commodities, are being blocked by the federal government and many state governments; and Page 1 of 2 HCR NO. 26 ENROLLED WHEREAS, the Biden Administration continues to increase costs and delay efforts to develop oil and natural gas leasing on federal lands and waters despite the fact that the program provides billions in revenue to federal, state, and local governments and supports conservation programs throughout the country; and WHEREAS, domestic offshore production is one of the lowest carbon intensive energy-producing regions in the world, and halting offshore leasing and development will shift production and capital investment overseas and undermine decades of environmental progress. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby strongly urge and request the president of the United States to take measures and support policies that ensure long-term American energy affordability, security, leadership, and progress, including actions that result in the continued operation of existing oil and natural gas pipelines, the construction of new oil and gas pipelines, the resumption of consistent, credible federal lease sales, and the immediate preparation of a new five-year program to guide future offshore leasing. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the president of the United States, the United States secretary of the interior, the United States secretary of transportation, the Federal Energy Regulatory Commission, the Louisiana congressional delegation, and the news media of Louisiana.
