HLS 22RS-1360 ENGROSSED 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 79 BY REPRESENTATIVE ADAMS HIGHWAYS: Provides for a study of adding a shoulder to Louisiana Highway 19 between north Zachary and the Mississippi state line 1 A CONCURRENT RESOL UTION 2To urge and request that the Department of Transportation and Development to study road 3 conditions on Louisiana Highway 19 between north Zachary in East Baton Rouge 4 Parish to the Mississippi state line and make recommendations on the feasibility of 5 adding a shoulder. 6 WHEREAS, Louisiana Highway 19 between north Zachary to the Mississippi state 7line is a rural roadway and currently has minimal or no shoulder; and 8 WHEREAS, the narrow one lane highway is frequently traveled by motorist; and 9 WHEREAS, the average daily travel on Louisiana Highway 64 to Port Hudson Pride 10road in the city of Zachary involves approximately ten thousand vehicles per day; and 11 WHEREAS, the average daily travel on Port Hudson Pride road in the city of 12Zachary to the city of Slaughter involves approximately seven thousand vehicles per day; 13and 14 WHEREAS, the average daily travel in the city of Slaughter to the city of Wilson 15involves approximately five thousand vehicles per day; and 16 WHEREAS, the average daily travel in the city of Wilson to the Mississippi state line 17involves approximately three thousand vehicles per day; and 18 WHEREAS, there is a need for pavement resurfacing or rehabilitation that includes 19designing shoulder improvements to Louisiana Highway 19 between north Zachary to the 20Mississippi state line; and Page 1 of 3 HLS 22RS-1360 ENGROSSED HCR NO. 79 1 WHEREAS, a shoulder is an important element in roadways and provides a sense 2of security enabling all drivers making emergency stops to leave the traveled roadway; and 3 WHEREAS, a shoulder accommodates stopped vehicles, emergency use, and 4provides lateral support of the subbase, base, and pavement; and 5 WHEREAS, the current rural roadway conditions are less safe for motorists that 6travel Louisiana Highway 19 between north Zachary to the Mississippi state line as there is 7no structural support for emergency maneuvers; and 8 WHEREAS, the Department of Transportation and Development is responsible for 9the upkeep of highways in Louisiana in order to ensure the safety of the citizens of this great 10state, and enhancing the safety of Louisiana Highway 19 between north Zachary to the 11Mississippi state line is imperative. 12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 13urge and request that the Department of Transportation and Development study the road 14conditions on Louisiana Highway 19 between north Zachary through the Mississippi state 15line and detail its findings and recommendations for the feasibility of adding a shoulder. 16 BE IT FURTHER RESOLVED that the Department of Transportation and 17Development's recommendations shall consider enhancements to the safety of Louisiana 18Highway 19 between north Zachary and the Mississippi state line and, at a minimum, shall 19include the following considerations: 20 (1)The feasibility of adding a shoulder. 21 (2)The cost of the shoulder. 22 (3)The number of accidents that have occurred on the stretch of highway that 23 is the focus of this study, including the number of deaths and the degree of 24 damage sustained in those accidents. 25 (4)The posted speed limits. 26 (5)The portions of the road with and without shoulders. 27 (6)The width of all bridges and the degree and number of curves per mile with 28 special consideration on hills, railroad tracks, and types of crossing guards. 29 (7)The impact of each consideration on the safety of the highway. Page 2 of 3 HLS 22RS-1360 ENGROSSED HCR NO. 79 1 BE IT FURTHER RESOLVED that the Department of Transportation and 2Development shall submit a written report to the House Committee on Transportation, 3Highways and Public Works and the Senate Committee on Transportation, Highways and 4Public Works detailing its findings and recommendations prior to March 1, 2023. 5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 6secretary of the Department of Transportation and Development.
