HOUSE RESOLUTION NO. 193
BY REPRESENTATIVE LYONS
A RESOLUTION
To direct the office of community development within the division of administration to 
work in conjunction with the Louisiana Housing Corporation to update the policies
and procedures for the Small Rental Property Program and to submit the updated
policies and procedures to the House of Representatives no later than January 1,
2023.
WHEREAS, the Small Rental Property Program is implemented by the office of
community development to provide affordable rental units to low-income individuals; and
WHEREAS, property owners participating in the program must comply with certain
requirements; and
WHEREAS, one of the requirements is that in certain circumstances, participating
property owners whose property sustained damages from recent storms or disaster related
events must have insurance checks endorsed by the office of community development; and
WHEREAS, the office of community development requires all files to undergo a
comprehensive compliance review and property inspection prior to endorsement; and
WHEREAS, if the property owner is unable to provide compliance information as
required for prior periods, the office of community development may allow an
acknowledgment form which requires the property owner to acknowledge the noncompliant
periods; and
WHEREAS, the compliance review process is cumbersome and causes significant
delay in insurance payments to property owners and acknowledging noncompliance may
cause issues for the property owner; and

WHEREAS, the Louisiana Housing Corporation has extensive experience in
compliance monitoring and monitors cases on an ongoing basis; and
WHEREAS, addressing noncompliant cases as they arise would decrease the
instances of noncompliance issues only being resolved when a property owner has received
an insurance check to repair property damage. 
THEREFORE, BE IT RESOLVED that the House of Representatives of the 
Legislature of Louisiana does hereby direct the office of community development within the
division of administration to work in conjunction with the Louisiana Housing Corporation
to update the policies and procedures for the Small Rental Property Program and submit the
updated policies and procedures to the House of Representatives no later than January 1,
2023.
BE IT FURTHER RESOLVED that the updated policies and procedures shall
address the following issues:
(1)  Required compliance information and documentation, including a review of the
compliance requirements included in the Small Rental Property Program Policy Clarification
Memorandum 87-A. 
(2)  Increasing the amount of the current escrow threshold.
(3)  Utilization of the Louisiana Housing Corporation to conduct ongoing compliance
reviews.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
the executive director of the office of community development and the executive director
of the Louisiana Housing Corporation.
