HOUSE RESOLUTION NO. 25
BY REPRESENTATIVE ORGERON
ENERGY PRODUCTION:  Urges and requests the Louisiana Public Service Commission
to investigate the benefits, feasibility, and pathways to achieving 5-gigawatts of
offshore wind energy development by 2035
1	A RESOLUTION
2To urge and request the Louisiana Public Service Commission to investigate the benefits,
3 feasibility, and pathways to achieving 5-gigawatts of offshore wind energy
4 development by 2035.
5 WHEREAS, the experience and infrastructure of Louisiana's oil and gas industry is
6uniquely positioned to transition into the offshore wind industry; and
7 WHEREAS, foundations for the country's first offshore wind farm, Block Island,
8were designed by Keystone Engineering of Metairie and fabricated by Gulf Island
9Fabrication of Houma; and
10 WHEREAS, the first Jones Act-qualified wind farm service operations vessel, the
11Eco Edison, is being built by Edison Chouest Offshore, headquartered in Cut Off, Louisiana;
12and
13 WHEREAS, the ports and shipyards of Louisiana are ideally located and equipped
14to handle the large component parts required for wind facility installation and power
15production; and
16 WHEREAS, LM Wind Power's Technology Center Americas facility, located in New
17Orleans, serves as a research and innovation hub for the wind industry; and
18 WHEREAS, the United States Department of Energy's National Renewable Energy
19Laboratory determined that Louisiana has the fourth highest offshore wind energy potential
20of any state in the nation; and

1 WHEREAS, an estimated three hundred fifteen gigawatts total or the equivalent of
2thirteen times Louisiana's existing generation capacity can be produced; and
3 WHEREAS, a single, six hundred megawatt offshore wind project has the potential
4to create four thousand four hundred seventy jobs and four hundred forty-five million dollars
5in gross domestic product during construction, as well as an additional one hundred fifty
6full-time jobs and fourteen million annually during ongoing operations; and
7 WHEREAS, Louisiana has already begun to position the state as a hub for the
8production of green hydrogen which relies on the use of offshore wind energy; and
9 WHEREAS, developing Louisiana's offshore wind industry presents a potential new
10source of state and local revenue as well as workforce and economic development
11opportunities; and
12 WHEREAS, Louisiana recently unanimously approved its Climate Action Plan that
13proposes an offshore wind power generation goal of 5-gigawatts by 2035.
14 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
15Legislature of Louisiana does hereby urge and request the Louisiana Public Service
16Commission to investigate the benefits, feasibility, and pathways to achieving 5-gigawatts
17of offshore wind energy development by 2035.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19executive secretary of the Louisiana Public Service Commission.
