Constitutional amendment to require Senate confirmation for gubernatorially appointed members of the State Civil Service Commission. (2/3 - CA13s1(A)) 1 A JOINT RESOLUTION 2 Proposing to amend Article X, Section 3(B)(1) and (C) of the Constitution of Louisiana, 3 relative to Senate confirmation of gubernatorially appointed members of the State 4 Civil Service Commission; and to specify an election for submission of the 5 proposition to electors and provide a ballot proposition. 6 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members 7 elected to each house concurring, that there shall be submitted to the electors of the state, for 8 their approval or rejection in the manner provided by law, a proposal to amend Article X, 9 Section 3(B)(1) and (C) of the Constitution of Louisiana, to read as follows: 10 ยง3. State Civil Service Commission 11 * * * 12 (B)(1) Appointment. The members shall be appointed by the governor, with 13 consent of the Senate, as hereinafter provided, for overlapping terms of six years. 14 * * * 15 (C) Nominations. The governor shall appoint one member of the commission 3 from the three persons nominated by each president. One member of the commission 4 shall be elected by the classified employees of the state from their number as 5 provided by law. A vacancy for any cause shall be filled by appointment or election 6 in accordance with the procedure or law governing the original appointment or 7 election, and from the same source. Within thirty days after a vacancy occurs, the 8 president concerned shall submit the required nominations. Within thirty days 9 thereafter, the governor shall make his appointment, with consent of the Senate. If 10 the governor fails to appoint within thirty days, the nominee whose name is first on 11 the list of nominees automatically shall become a member of the commission, with 12 consent of the Senate. If any nominating authority fails to submit nominees in the 13 time required, or if one of the named institutions ceases to exist, the governor shall 14 make the appointment to the commission, with consent of the Senate. 15 Section 2. Be it further resolved that this proposed amendment shall be submitted 16 to the electors of the state of Louisiana at the statewide election to be held on November 8, 17 2022. 18 Section 3.
