SENATE BILL NO. 160
BY SENATOR FIELDS 
1	A JOINT RESOLUTION
2 Proposing to amend Article X, Section 3(B)(1) and (C) of the Constitution of Louisiana,
3 relative to Senate confirmation of gubernatorially appointed members of the State
4 Civil Service Commission; and to specify an election for submission of the
5 proposition to electors and provide a ballot proposition.
6 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
7 elected to each house concurring, that there shall be submitted to the electors of the state, for
8 their approval or rejection in the manner provided by law, a proposal to amend Article X,
9 Section 3(B)(1) and (C) of the Constitution of Louisiana, to read as follows:
10 ยง3. State Civil Service Commission

12	(B)(1) Appointment. The members shall be appointed by the governor, with
13 consent of the Senate, as hereinafter provided, for overlapping terms of six years.

15	(C) Nominations. The presidents of Centenary College at Shreveport, Dillard
16 University at New Orleans, Louisiana College at Pineville, Loyola University at New
17 Orleans, Tulane University of Louisiana at New Orleans, and Xavier University at
18 New Orleans, after giving consideration to representation of all groups, each shall
19 nominate three persons. The governor shall appoint one member of the commission
20 from the three persons nominated by each president. One member of the commission
21 shall be elected by the classified employees of the state from their number as
22 provided by law. A vacancy for any cause shall be filled by appointment or election
23 in accordance with the procedure or law governing the original appointment or

1 election, and from the same source. Within thirty days after a vacancy occurs, the
2 president concerned shall submit the required nominations. Within thirty days
3 thereafter, the governor shall make his appointment, with consent of the Senate. If
4 the governor fails to appoint within thirty days, the nominee whose name is first on
5 the list of nominees automatically shall become a member of the commission, with
6 consent of the Senate. If any nominating authority fails to submit nominees in the
7 time required, or if one of the named institutions ceases to exist, the governor shall
8 make the appointment to the commission, with consent of the Senate. 
9 Section 2.  Be it further resolved that this proposed amendment shall be submitted
10 to the electors of the state of Louisiana at the statewide election to be held on December 10,
11 2022.
12 Section 3.  Be it further resolved that on the official ballot to be used at said election
13 there shall be printed a proposition, upon which the electors of the state shall be permitted
14 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
15 follows:
16	Do you support an amendment to make appointed members of the State Civil
17	Service Commission subject to confirmation by the Louisiana Senate?
