SENATE BILL NO. 24
BY SENATOR FIELDS 
EDUCATION DEPARTMENT.  To provide a rebate for elementary and secondary teachers
providing full-time classroom instruction in this state. (gov sig)
1	AN ACT
2 To enact Chapter 5 of Subtitle VII of Title 47 of the Louisiana Revised Statutes of 1950, to
3 be comprised of R.S. 47:6401, relative to rebates for certain educators; to provide for
4 a rebate for certain elementary and secondary classroom teachers; to provide for
5 administration of the rebate program; to provide for effectiveness; and to provide for
6 related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. Chapter 5 of Subtitle VII of Title 47 of the Louisiana Revised Statutes of
9 1950, comprised of R.S. 47:6401 is hereby enacted to read as follows:
10	CHAPTER 5. CLASSROOM TEACHER REBATE P ROGRAM
11 ยง6401. Classroom teacher rebates
12	A. For school years beginning on and after July 1, 2022, there shall be
13 allowed a rebate for any individual who is a classroom teacher as defined by this
14 Section.
15	B. For purposes of the rebate authorized by this Section, "classroom
16 teacher" shall mean an individual whose primary job duty is classroom
17 instruction and who is employed full-time in this state during the school year at

1 an elementary or secondary school approved by the State Board of Elementary
2 and Secondary Education.
3	C. The amount of the rebate shall be one thousand dollars per year.
4	D. The secretary of the Department of Education may promulgate rules
5 in accordance with the Administrative Procedure Act as well as forms and
6 instructions that may include a requirement that classroom teachers submit
7 documentation or to specifically retain records that will enable the department
8 to determine the individual's eligibility for the rebate authorized pursuant to
9 this Section.
10	E. The Department of Revenue shall issue the rebates to eligible
11 individuals after the secretary of the Department of Education certifies
12 eligibility and provides the necessary data for the issuance of the rebates to the
13 Department of Revenue. The secretary of the Department of Education shall
14 provide the data for the issuance of the rebates to the Department of Revenue
15 in the format required by the Department of Revenue.
16 Section 2. This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature
18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
19 vetoed by the governor and subsequently approved by the legislature, this Act shall become
20 effective on the day following such approval.

Proposed law authorizes the secretary of education to issue regulations, forms, and
instructions that may include documentation requirements necessary to determine an
individual's eligibility for the rebate.
Proposed law requires the Department of Revenue to issue the rebate after the secretary of

the Department of Education certifies eligibility and provides data to the DOR in the format
required by the DOR.
Effective upon signature of the governor or lapse of time for gubernatorial action.
