2022 Regular Session ENROLLED SENATE RESOLUTION NO. 102 BY SENATOR PRICE A RESOLUTION To designate April as Limb Loss and Limb Difference Awareness Month and to honor Ryan Lloyd for his courage, strength, and inspiration to others. WHEREAS, Ryan Lloyd works as a human resources professional in Baton Rouge and throughout his life has regularly given back to his community through charitable donations and service hours; and WHEREAS, several years ago, Mr. Lloyd was diagnosed with peripheral artery disease (PAD) which is a condition in which arteries carrying blood away from the heart become narrowed, reducing the blood flow to extremities, particularly in his case, his legs; and WHEREAS, in 2016, Mr. Lloyd had a heart attack that required bypass surgery to reroute the blood supply around a blocked artery in both of his legs, and in 2020, the same bypass required revision; and WHEREAS, despite the best medical efforts and over six procedures and three invasive surgeries, on December 7, 2021, it became necessary to amputate Mr. Lloyd's left leg above the knee; and WHEREAS, always an extremely independent person, Mr. Lloyd found this new phase of his health journey incredibly challenging and difficult as he learned to live with his physical changes while also managing the financing of the necessary structure modifications to his home, healthcare deductibles, and out-of-pocket maximums that each new insurance year brings; and WHEREAS, in his continuing efforts to give back to his community, Mr. Lloyd set a personal goal to use his experience and journey to make a difference and positive impact on others and demonstrate that even when every move must be calculated, anything is still possible; and Page 1 of 2 SR NO. 102 ENROLLED WHEREAS, Mr. Lloyd found the encouragement and support he received from the Amputee Coalition essential in navigating his new phase in life; and WHEREAS, the Amputee Coalition is the leading national nonprofit organization working to support people with limb loss and limb difference and ensure that no one faces limb loss alone; and WHEREAS, the mission of the coalition is to reach out to and empower individuals and their families affected by limb loss and limb difference to achieve their full potential through education, support, and advocacy, and to promote limb loss prevention; and WHEREAS, in the United States, it is estimated that one-hundred eighty-five thousand people have an amputation each year and five hundred seven people lose a limb each day; and WHEREAS, there are over two million people currently living with limb loss in the United States and another twenty-eight million people are at risk of limb loss; and WHEREAS, the Amputee Coalition has designated April as Limb Loss and Limb Difference Awareness Month to raise awareness about limb loss and limb difference to highlight the numerous accomplishments and successes of their members, who happen to also have a limb loss or limb difference. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby designate April as Limb Loss and Limb Difference Awareness Month and to honor Ryan Lloyd for his courage, strength, and inspiration to others.
