SENATE RESOLUTION NO. 148
BY SENATOR BOUIE 
A RESOLUTION
To commend and congratulate Dr. Saundra Yancy McGuire on her selection as a 2022
Louisiana Legends honoree by Friends of Louisiana Public Broadcasting (LPB).
WHEREAS, Friends of LPB has honored Louisiana's best and brightest as Louisiana
Legends for more than thirty years; and
WHEREAS, the 2022 honorees have a unique distinction as Dr. Saundra Yancy
McGuire and her husband Dr. Stephen C. McGuire were the first married couple to be
honored for their individual accomplishments in Science at the Friends of LPB awards gala
and auction held on April 28, 2022, at Louisiana's Old State Capitol; and
WHEREAS, Saundra Yancy McGuire received her B.S. degree, magna cum laude,
in 1970 from Southern University in Baton Rouge; received her Master's degree from
Cornell University in Ithaca, New York; and received her PhD from the University of
Tennessee at Knoxville, where she received the Chancellor's Citation for Exceptional
Professional Promise; and
WHEREAS, Dr. McGuire spent eleven years at Cornell University where she
received the Clark Distinguished Teaching Award before coming to Baton Rouge to teach
at Louisiana State University; and
WHEREAS, Dr. McGuire is the director emerita of the Center for Academic Success
at LSU where a scholarship has been created in her name to honor the accomplishments and
impact that Dr. McGuire has had upon the center, the students, and the LSU community; and
WHEREAS, Dr. McGuire has received numerous awards and accolades, including
the Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring
presented to her in a White House Oval Office Ceremony; and
WHEREAS, her book, Teach Students How to Learn: Strategies You Can
Incorporate into Any Course to Improve Student Metacognition, Study Skills, and Motivation
was released in 2015 and is a Stylus Publishing bestseller; and

WHEREAS, the student version of her book, Teach Yourself How to Learn:
Strategies You Can Use to Ace Any Course at Any Level was released in 2018; and
WHEREAS, Dr. McGuire has worked actively with university faculty and students
to increase their understanding of the application of cognitive science and learning theory
to increase student academic performance and continues to work toward improving learning
strategies used by university students; she also works to reform pre-college and college
teaching methods, and seeks to increase the number of under-represented minority and
women students who are interested in and preparing to pursue careers in science, technology,
engineering, and mathematics.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Dr. Saundra Yancy McGuire on her selection as a
2022 Louisiana Legends honoree by Friends of Louisiana Public Broadcasting and does
hereby express its sincere gratitude for her efforts to improve educational attainment in the
state, the LSU community, and most particularly, the many students and faculty who have
been blessed to work with her directly. 
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Dr. Saundra Yancy McGuire.
