2022 Regular Session ENROLLED SENATE RESOLUTION NO. 200 BY SENATOR CARTER A RESOLUTION To urge and request the Louisiana Housing Corporation to adopt use of Home Ownership and Personal Equity (HOPE) fund as a moniker and program for their organization. WHEREAS, Home Ownership and Personal Equity (HOPE) represents the American dream which is not a reality for many Louisiana citizens; and WHEREAS, any effort to improve the quality of life and strengthen the economy in Louisiana must address all issues in regard to housing; and WHEREAS, every Louisiana citizen should be able to afford to rent or own a home of their own; and WHEREAS, across the state and throughout the country, the cost of housing both for renters and home buyers is increasing, making it harder for people to find an affordable home; and WHEREAS, the nation is facing a housing shortage that is driving up prices and with housing prices near record highs, families are forced to make difficult financial decisions and are unable to make other important investments, such as furthering their education or saving for retirement; and WHEREAS, home ownership is a major source of generational wealth for many Americans and it is a central part of the American dream; and WHEREAS, home ownership and the opportunity to build and pass down wealth through home ownership are unattainable dreams for far too many Americans; and WHEREAS, longstanding inequities in the housing system, from disinvestment to redlining and misvaluation of homes in low income communities, have locked out entire generations from the American dream of home ownership and the opportunity to build generational wealth; and Page 1 of 2 SR NO. 200 ENROLLED WHEREAS, housing also opens up opportunities that are tied to where one lives, and it is a shared responsibility to ensure that everyone has equitable access to those opportunities, from education and stable employment, to quality health care and healthy food; and WHEREAS, the goal of the Louisiana Housing Corporation is to make sure every Louisiana resident is granted an opportunity to obtain safe, affordable, energy-efficient housing; and WHEREAS, monies allocated for the HOPE fund would be used to provide grants for financial and educational assistance for home ownership for Louisiana residents who are currently receiving affordable housing or other federal, state, or local rental assistance. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the Louisiana Housing Corporation to adopt use of Home Ownership and Personal Equity (HOPE) fund as a moniker and program for their organization. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the executive director of the Louisiana Housing Corporation. PRESIDENT OF THE SENATE Page 2 of 2
