SENATE RESOLUTION NO. 201

A RESOLUTION
To urge and request the Department of State Civil Service to consult with and advise the
LSU Health Sciences Center New Orleans and LSU Health Sciences Center
Shreveport on the feasibility and desirability of participating or continuing to
participate in the state employee leave transfer program.
WHEREAS, Part V of Chapter 8 of Title 42 of the Louisiana Revised Statutes of
1950 provides for the State Employee Leave Transfer Program; and
WHEREAS, the State Employee Leave Transfer Program allows full-time employees
of state agencies to participate in a leave-transfer program through which they may pool their
annual, sick, and compensatory leave to be used by any participating employee for a
personal emergency upon the exhaustion of that employee's personal leave balance; and
WHEREAS, many employees may find themselves in need of additional leave during
the course of their employment due to a variety of circumstances, such as providing care for
a loved one, the birth of a child, or personal illness; and
WHEREAS, many campuses within the LSU system have implemented policies that
allow for their employees to participate in the program, including the LSU A&M main
campus, the LSU AgCenter, LSU-Alexandria, LSU Health Sciences Center Shreveport, and
the Pennington Biomedical Research Center; and
WHEREAS, other campuses within the LSU system do not currently have approved
policies that allow for their employees to participate in the program, including LSU Health
Sciences Center New Orleans, LSU-Shreveport, LSU-Eunice, and the LSU Health Care
Services Division; and
WHEREAS, information regarding the adoption, implementation, and strategic use
of a policy allowing all employees of the LSU Health Sciences Center New Orleans and
LSU Health Sciences Center Shreveport to participate in the State Employee Leave Transfer
Program will allow for productive discussions and informed decision-making by the
appropriate administrators.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Department of State Civil Service to consult with and
advise the LSU Health Sciences Center New Orleans and LSU Health Sciences Center
Shreveport on the feasibility and desirability of participating or continuing to participate in
the State Employee Leave Transfer Program.
BE IT FURTHER RESOLVED that LSU Health Sciences Center New Orleans and
LSU Health Sciences Center Shreveport shall send a report to the chairman of the Senate and
Governmental Affairs Committee on the discussions relative to participation in the program
and any steps taken toward adoption, implementation, and strategic use of a policy allowing
participation by February 1, 2023.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
director of the Department of State Civil Service and the chancellors of the LSU Health
Sciences Center New Orleans and LSU Health Sciences Center Shreveport.
