2022 Regular Session ENROLLED SENATE RESOLUTION NO. 221 BY SENATOR CARTER A RESOLUTION To express the sincere condolences of the Senate of the Legislature of Louisiana upon the death of Oris Buckner III. WHEREAS, the Senate of the Legislature of Louisiana has learned of the death of Oris Buckner III, a former New Orleans Police Department (NOPD) officer who testified in the notorious "Algiers 7" civil rights case, helping to convict three other detectives for brutalizing citizens; and WHEREAS, the case involved the murder of fellow officer Gregory Neupert and the investigation tactics used by the NOPD in identifying and arresting suspects; and WHEREAS, as the investigation progressed, Mr. Buckner found himself torn between loyalty to the NOPD and his fellow officers and his moral conscious; and WHEREAS, despite awareness of what it would mean for him personally, in one of the most pivotal moments in his life, he honored his oath as a law enforcement officer to uphold the constitution and as a witness to testify honestly, and for his actions, he and his family paid a heavy price; and WHEREAS, Mr. Buckner, whose own father had died in police custody, left New Orleans after Hurricane Katrina and became a criminal justice instructor at a college in Texas; and WHEREAS, Oris Buckner IV said that for his father, "His work was tied up to his faith, and that's who he was. His life was walking with God and using what God had blessed him with to protect other people and try to do the right thing." Page 1 of 2 SR NO. 221 ENROLLED THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby express its sincere condolences upon learning of the death of Oris Buckner III.
