2022 Regular Session ENROLLED SENATE RESOLUTION NO. 222 BY SENATOR MCMATH A RESOLUTION To create a special study committee of the Senate to study the feasibility and advisability of changing the timing, duration, and subject matter limitations of regular sessions of the legislature and to report its findings to the Senate no later than February 1, 2023. WHEREAS, Article III, Section 2 of the Constitution of Louisiana provides for the convening of regular, annual sessions of the legislature and stipulates the duration and subject matter limitations for bills to be introduced and enacted in these sessions by the legislature; and WHEREAS, Article III, Section 2(A)(3) of the Constitution of Louisiana requires that legislative regular sessions held in even-numbered years convene at noon on the second Monday in March for not more than sixty legislative days during a period of eighty-five calendar days; and WHEREAS, Article III, Section 2(A)(4) of the Constitution of Louisiana requires that legislative regular sessions held in odd-numbered years convene at noon on the second Monday in April for not more than forty-five legislative days during a period of sixty calendar days; and WHEREAS, House Bill No. 498 of the 2022 Regular Session proposed to amend the Constitution of Louisiana to provide that all regular sessions of the legislature begin on January fifth of each year and end no later than midnight on July fifth of each year thereby removing any limitations on legislative sessions. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby create a special study committee of the Senate to study the feasibility and advisability of changing the timing, duration, and subject matter limitations of regular sessions of the legislature. Page 1 of 2 SR NO. 222 ENROLLED BE IT FURTHER RESOLVED that the special study committee be composed of the following members: (1) The president of the Senate, or his designee, and a member of the Senate appointed by the president of the Senate. (2) The chairman of the Senate Committee on Senate and Governmental Affairs, or his designee, and a member of the Senate appointed by the chairman. (3) The chairman of the Senate Committee on Finance, or his designee, and a member of the Senate appointed by the chairman. BE IT FURTHER RESOLVED that the president of the Senate shall designate one of the members of the special study committee to serve as its chairman.
