SENATE RESOLUTION NO. 71
BY SENATOR SMITH 
A RESOLUTION
To commend Miss Madison Elizabeth Smith upon her reign as Queen of the 2022 Mystick
Krewe of Louisianians Washington Mardi Gras Ball.
WHEREAS, the Mystick Krewe of Louisianians Washington Mardi Gras Ball has
its origins among displaced Louisianians, known as the Louisiana State Society, living in our
nation's capital who wanted to bring the celebration to their new home in the late 1930s; and
WHEREAS, over the years, the Mystick Krewe of Louisianians has welcomed
President Richard Nixon, Vice President Gerald Ford, Vice President Al Gore, and numerous
cabinet secretaries and ambassadors to its celebrations; and
WHEREAS, Society president C.J. Bourg and Lt. Col. Leonce Legendre of New
Orleans were the inspiration for the first Mardi Gras ball held in 1944, for these exiled
Louisianians living in Washington D.C.; and
WHEREAS, the first Washington Mardi Gras Ball queen was Mollie Gaumer, a
member of United States Senator John Overton's staff; and
WHEREAS, since 1944, the Mystick Krewe of Louisianians has selected a queen to
reign over the krewe's festivities; and
WHEREAS, Miss Madison Elizabeth Smith was selected as queen by the krewe to
reign over the festivities in 2022; and
WHEREAS, Madison is the daughter of Glen and Marilyn Smith of LaPlace,
Louisiana; and
WHEREAS, she is a 2018 graduate of Mt. Carmel Academy in new Orleans; and
WHEREAS, Madison is currently a senior at Louisiana State University in Baton
Rouge where she is majoring in political science with a concentration in American
constitutional law; and
WHEREAS, while at Mt. Carmel, Madison was active in assisting with youth
summer camps held at the school for younger girls; and

WHEREAS, she has also been very active in multiple philanthropies, most notably,
The G. Smith Prom of Champions, providing a prom experience for terminally ill children;
and
WHEREAS, Madison also volunteered her time for the Children's Christmas
Celebration, which provides Christmas gifts to over three hundred children in the River
Parish region annually; and
WHEREAS, Madison has worked as a Senate aide in the Louisiana Legislature for
the last two sessions; and
WHEREAS, Miss Madison Elizabeth Smith merits sincere congratulations for being
selected to reign as Queen of the 2022 Mystick Krewe of Louisianians Washington Mardi
Gras Ball.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Miss Madison Elizabeth Smith upon her reign as
Queen of the 2022 Mystick Krewe of Louisianians Washington Mardi Gras Ball.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Miss Madison Elizabeth Smith.
