TRANSPORTATION:  Prohibits pedestrians from pushing carts on state highways
1	AN ACT
2To amend and reenact R.S. 32:216(B), relative to pedestrians on highways or interstates; to
3 prohibit pedestrians from pushing or pulling carts along a highway; and to provide
4 for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 32:216(B) is hereby amended and reenacted to read as follows:
7 ยง216.  Pedestrians on highways or interstate highways; prohibitions

9	B.  Where sidewalks are not provided, any pedestrian walking along and
10 upon a highway shall, when practicable, walk only on the left side of the highway
11 or its shoulder, facing traffic which may approach from the opposite direction. 
12 However, no pedestrian walking along a highway shall push or pull a cart in
13 proximity to open moving vehicular traffic on such highway where his presence
14 poses a potential road hazard or otherwise makes travel unsafe.

Abstract: Prohibits pedestrians from pulling or pushing carts on state highways.
Present law specifies that where sidewalks are not provided, any pedestrian walking along
and upon a highway, when practicable, must walk only on the left side of the highway or its
shoulder, facing traffic which may approach from the opposite direction.
Proposed law adds to present law that no pedestrian walking along a highway can push or
pull a cart in proximity to open moving vehicular traffic that could render travel unsafe.
