HB 419 Re-Reengrossed 2023 Regular Session	Travis Johnson
Abstract:  Provides Medicaid coverage for mental health and substance abuse services via the
Psychiatric Collaborative Care Model. 
Proposed law requires Medicaid to provide coverage for mental health and substance abuse services
delivered through evidence-based, integrated behavioral healthcare models, such as the Psychiatric
Collaborative Care Model.
Proposed law requires any medical necessity determinations made for a recipient of Medicaid
services to comply with the provisions set forth in present law and the rules promulgated by the La.
Dept. of Health. 
Proposed law defines "Medicaid", "mental health or substance abuse services", and "Psychiatric
Collaborative Care Model".
Effective when an Act of the La. Legislature containing a specific appropriation of monies for the
implementation of the provisions of the proposed law becomes effective.
