HOUSE BILL NO. 520

1 AN ACT
2 To enact R.S. 47:463.225, 463.226, and 463.227, relative to motor vehicle special prestige
3 license plates; to provide for the establishment of the "Utility Line Worker", the
4 "Louisiana Soccer Association", and the Louisiana Respiratory Therapist "RT
5 STRONG" special prestige license plates; to provide for creation, issuance, design,
6 fees, and rule promulgation applicable to such license plates; and to provide for
7 related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 47:463.225, 463.226, and 463.227 are hereby enacted to read as
10 follows:
11 §463.225. Special prestige license plate; "Utility Line Worker"
12 A. The secretary of the Department of Public Safety and Corrections shall
13 establish a special prestige motor vehicle license plate to be known as the "Utility
14 Line Worker" plate, provided there is a minimum of one thousand applicants for the
15 plate. The plate shall be restricted to use on passenger cars, pickup trucks,
16 recreational vehicles, motorcycles, and vans.
17 B. The secretary shall work in conjunction with a designee from Entergy,
18 Cleco, Southwestern Electric Power Company, the Association of Electric
19 Cooperatives, the Louisiana Electric Power Authority, AT&T, and the Louisiana
20 Internet Association to select the color and design of the plate, provided it is in
21 compliance with R.S. 47:463(A)(3). The design shall include the words "Utility Line
22 Worker".

1 C. The special prestige license plate shall be issued, upon application, to any
2 citizen of Louisiana in the same manner as any other motor vehicle license plate.
3 D. The department shall collect an annual royalty fee of twenty-five dollars
4 that shall be disbursed in accordance with Subsection E of this Section. The royalty
5 fee shall be in addition to the standard motor vehicle license tax imposed by Article
6 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
7 and fifty cents for each plate to be retained by the department to offset a portion of
8 administrative costs.
9 E. The annual royalty fee shall be collected by the department and forwarded
10 to the Louisiana Community and Technical College System Certified Line Worker
11 programs to assist students in purchasing required climbing tools.
12 F. The secretary shall promulgate rules and regulations as are necessary to
13 implement the provisions of this Section.
14 §463.226. Special prestige license plate; "Louisiana Soccer Association"
15 A. The secretary of the Department of Public Safety and Corrections shall
16 establish a special prestige motor vehicle license plate to be known as the "Louisiana
17 Soccer Association" plate, provided there are a minimum of one thousand applicants
18 for the plate. The plate shall be restricted to use on passenger cars, pickup trucks,
19 recreational vehicles, motorcycles, and vans.

21 Louisiana Soccer Association or his designee to select the color and design of the
22 plate, provided the design is in compliance with R.S. 47:463(A)(3).
23 C. The special prestige license plate shall be issued, upon application, to any
24 citizen of Louisiana in the same manner as any other motor vehicle license plate.
25 D. The department shall collect an annual royalty fee of twenty-five dollars
26 that shall be disbursed in accordance with Subsection E of this Section. This fee

28 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
29 fifty cents for each plate to be retained by the department to offset a portion of

2 to the Louisiana Soccer Association to be used in support of its mission of growing,
3 promoting, and enhancing the culture of soccer across Louisiana.
4 F. The secretary shall promulgate and adopt rules and regulations as are
5 necessary to implement the provisions of this Section.
6 §463.227. Special prestige license plate; "Louisiana Respiratory Therapist "RT
7 STRONG""
8 A. The secretary of the Department of Public Safety and Corrections shall
9 establish a special prestige motor vehicle license plate to be known as the "Louisiana
10 Respiratory Therapist "RT STRONG"" plate, provided there are a minimum of one
11 thousand applicants for the plate. The plate shall be restricted to use on passenger
12 cars, pickup trucks, recreational vehicles, motorcycles, and vans.
13 B. The secretary shall work in conjunction with the president of the
14 Louisiana Society for Respiratory Care or his designee to select the color and design
15 of the plate, provided the design is in compliance with R.S. 47:463(A)(3).
16 C. The special prestige license plate shall be issued, upon application, to any
17 citizen of Louisiana in the same manner as any other motor vehicle license plate.
18 D. The department shall collect an annual royalty fee of twenty-five dollars
19 that shall be disbursed in accordance with Subsection E of this Section. This fee shall
20 be in addition to the standard motor vehicle license tax imposed by Article VII,
21 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
22 fifty cents for each plate to be retained by the department to offset a portion of
23 administrative costs.
24 E. The annual royalty fee shall be collected by the department and forwarded
25 to the Louisiana Society for Respiratory Care to be used in support of its mission
26 which raises public awareness of respiratory care, pulmonary promotion, and disease
27 prevention. Additionally, the monies shall be used to encourage, develop and
28 provide, on a regional basis, educational programs in respiratory therapy and
29 diagnostics.

1 Section 2. The Department of Public Safety and Corrections, office of motor
2 vehicles, is hereby directed to create these special prestige license plates when the applicable
3 statutory provisions are met and its system is updated to accommodate the creation of new
4 plates.
