WEAPONS/HANDGUNS:  Provides relative to the concealed carrying of firearms
1	AN ACT
2To amend and reenact R.S. 14:95(M)(1) and (2) and to repeal R.S. 14:95(M)(3), relative to
3 the illegal carrying of weapons; to exempt certain persons from the crime of illegal
4 carrying of weapons; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 14:95(M) is hereby amended and reenacted to read as follows:
7 ยง95.  Illegal carrying of weapons

9	M.  The provisions of Paragraph (A)(1) of this Section shall not apply to a
10 resident of Louisiana if all of the following conditions are met:
11	(1)  The person is twenty-one eighteen years of age or older.
12	(2)  The person is not prohibited from possessing a firearm under R.S.
13 14:95.1, R.S. 40:1379.3(C)(5) through (17), 18 U.S.C. 922(g), or any other state or
14 federal law.

16 Section 2.  R.S. 14:95(M)(3) is hereby repealed in its entirety.

Abstract: Exempts certain persons from the crime of illegal carrying of weapons.
Present law (R.S. 14:95) prohibits the carrying of a concealed firearm, provides for criminal
penalties, and provides for certain exceptions to the offense.
Proposed law amends present law to create an exception to this prohibition for a person who
is 18 years of age or older and who is not prohibited from possessing a firearm under any
federal or state law.
Present law (R.S. 14:95(M)(3)) exempts active, reserve, or honorably discharged former
members of the United States Armed Forces, the Louisiana National Guard, or the Louisiana
Air National Guard from the crime of illegal carrying of weapons so long as that individual
has the proper driver's license or identification card on his person.
Proposed law repeals present law.
