HLS 23RS-2075 ORIGINAL 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 120 BY REPRESENTATIVE DAVIS HEALTH/CANCER: Creates a subcommittee to study nonmelanoma skin cancer prevention and treatment 1 A CONCURRENT RESOL UTION 2To create a subcommittee to be comprised of members of the House Committee on Health 3 and Welfare, the Senate Committee on Health and Welfare, the House Committee 4 on Insurance, and the Senate Committee on Insurance to study Louisiana's efforts to 5 prevent, treat, and cure nonmelanoma skin cancer, to develop recommendations for 6 continued improvement in preventive and treatment practices as it relates to 7 nonmelanoma skin cancer, and to report an initial and final findings. 8 WHEREAS, Louisiana has the eighth highest occurrence of nonmelanoma skin 9cancer in the United States; and 10 WHEREAS, on May 15, 2022, Governor John Bel Edwards issued a proclamation 11urging Louisiana citizens to learn about risk factors, preventative strategies, and available 12treatment options, including but not limited to Mohs or micrographically oriented 13histographic surgery, topical chemical treatments, and image-guided superficial 14radiotherapy; and 15 WHEREAS, public policy should protect and embolden the unique relationship 16between a patient and his physician in order to promote the ability to prevent, treat, and cure 17occurrences of nonmelanoma skin cancer in a timely and effective manner; and 18 WHEREAS, healthcare providers are best situated to work with their patients to 19determine the most effective and efficient treatment options, including but not limited to 20reaching a determination of which treatment options are medically necessary; and Page 1 of 4 HLS 23RS-2075 ORIGINAL HCR NO. 120 1 WHEREAS, medical research shows that certain preventive and treatment options 2may be more effective and efficient than other types of treatment based on the diagnosis and 3severity of the patient's nonmelanoma skin cancer; and 4 WHEREAS, a result of research, development, and innovation, patients and 5healthcare providers have several options to consider to treat nonmelanoma skin cancer, such 6as image-guided radiotherapy and topical chemical treatments, which may be more effective, 7less invasive, result in fewer side effects, and require less recovery; and 8 WHEREAS, early detection and effective treatment options are shown to 9substantially reduce the mortality rate of nonmelanoma skin cancer, the recurrence of the 10disease, the physical and health burden of a patient, and the overall costs associated with 11treatment; and 12 WHEREAS, this subcommittee builds on the foundation of the proclaimed 13"Nonmelanoma Skin Cancer Awareness Week" on May 15 to May 21, 2022, by providing 14public officials an avenue to identify policy opportunities to assist, support, and improve 15Louisiana's ongoing battle against this deadly disease. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17create a subcommittee of the House Committee on Health and Welfare; the Senate 18Committee on Health and Welfare; the House Committee on Insurance; and the Senate 19Committee on Insurance to study the practices and policies related to educating, preventing, 20and treating nonmelanoma skin cancer for Louisiana residents. 21 BE IT FURTHER RESOLVED that the subcommittee shall be composed of twelve 22members from the following committees: 23 (1) Three members from the House Committee on Health and Welfare. 24 (2) Three members from the Senate Committee on Health and Welfare. 25 (3) Three members from the House Committee on Insurance. 26 (4) Three members from the Senate Committee on Insurance. 27 BE IT FURTHER RESOLVED that the speaker of the House of Representatives 28shall appoint members from the House committees on health and welfare and insurance, and 29the president of the Senate shall appoint members from the Senate committees on health and 30welfare and insurance. Page 2 of 4 HLS 23RS-2075 ORIGINAL HCR NO. 120 1 BE IT FURTHER RESOLVED that the subcommittee may call upon the staffs of 2any department, agency, or official of the state for data and assistance and all such 3departments, agencies, and officials shall cooperate with the subcommittee, and the 4subcommittee may request and utilize the assistance of any and all public and private 5sources, including but not limited to residents, elected officials, medical experts, scientists, 6and nongovernmental organizations. 7 BE IT FURTHER RESOLVED that the subcommittee shall study all of the 8following: 9 (1) Existing awareness, detection, and treatment programs and procedures available 10to Louisiana residents relative to nonmelanoma skin cancer and, if applicable, the efficacy 11of such programs and procedures. 12 (2) Accessibility of treatment options, including coverage by insurance providers, 13for available programs and procedures related to the prevention and treatment of 14nonmelanoma skin cancer occurrences. 15 (3) References and case studies, if any, regarding practices and procedures in other 16states relative to the prevention and treatment of nonmelanoma skin cancer. 17 (4) Public and private initiatives, programs, and efforts, if any, to raise awareness, 18encourage prevention, and provide treatment related to nonmelanoma skin cancer. 19 (5) Legislation or regulatory policy, if any, to improve awareness, detection, and 20access to treatment options related to nonmelanoma skin cancer. 21 (6) Economic analysis related to prevention, detection, and treatment of 22nonmelanoma skin cancer for Louisiana residents. 23 (7) Public health impact analysis of nonmelanoma skin cancer as it pertains to age, 24gender, ethnicity, race, and socioeconomic status and the disparity, if any, of access and 25efficacy of prevention, detection, and treatment options within such demographic subgroups. 26 BE IT FURTHER RESOLVED that the subcommittee shall make a report of findings 27and recommendations to the Legislature of Louisiana by December 1, 2024. 28 BE IT FURTHER RESOLVED that the subcommittee shall terminate on December 291, 2024.
