ENROLLED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 122 BY REPRESENTATIVES KERNER, AMEDEE, BOYD, BRYANT, CARRIER, DAVIS, FIRMENT, FISHER, GAINES, HUGHES, TRAVIS JOHNSON, KNOX, LANDRY, LARVADAIN, LYONS, MARCELLE, NEWELL, PHELPS, SEABAUGH, SELDERS, ST. BLANC, STAGNI, AND WILLARD A CONCURRENT RESOL UTION To memorialize the United States Congress to adopt strategies for improving access to dental care for adults with intellectual and developmental disabilities. WHEREAS, our country is failing to adequately care for the oral health needs of the nearly nine and a half million people with intellectual and developmental disabilities in the United States who rely upon Medicaid and its limited network of oral healthcare providers for their oral health needs; and WHEREAS, poor oral health contributes to the decay of physical health and is linked to respiratory, cardiovascular, and endocrine diseases; and WHEREAS, significant health disparities exist between those with intellectual and developmental disabilities compared with nondisabled persons which can be greatly attributed to poor oral health; and WHEREAS, adults with intellectual and developmental disabilities experience significant issues accessing quality, affordable, and timely oral healthcare services with community-based support services; and WHEREAS, adults with intellectual and developmental disabilities remain the largest minority population with unmet oral healthcare needs despite efforts by federal, state, and local governments, legislatures, and advocates; and WHEREAS, adults with intellectual and developmental disabilities have complex healthcare conditions that require unique and tailored oral healthcare services; and WHEREAS, when oral healthcare services are not fully available, complications surface and give rise to emergent, preventable, and costly care. Page 1 of 2 HCR NO. 122 ENROLLED THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby memorialize the United States Congress to incorporate dental care management into contractual agreements with Medicaid managed care health plans for adults with intellectual and developmental disabilities. BE IT FURTHER RESOLVED that the Legislature of Louisiana urges and requests the United States Congress to establish a Medicaid managed dental care carve-out for adults with intellectual and developmental disabilities. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the presiding officers of the Senate and the House of Representatives of the Congress of the United States, and to each member of the Louisiana delegation to the United States Congress.
