HOUSE CONCURRENT RESOL UTION NO. 138
BY REPRESENTATIVE IVEY
SECRETARY OF STATE:  Directs the secretary of state to amend the administrative code
to provide for optional voter registration agencies
1	A CONCURRENT RESOL UTION
2To authorize and direct the secretary of state to amend the administrative code pursuant to
3 R.S. 18:116(A)(2) to designate sheriffs' offices and other law enforcement offices
4 and agencies as voter registration agencies for eligible voters in their custody and
5 control.
6 WHEREAS, R.S. 18:116(A)(2) requires the secretary of state, through the
7promulgation of rules, to designate offices within the state to serve as designated voter
8registration agencies; and
9 WHEREAS, the secretary of state has designated several offices as voter registration
10offices, as provided in LAC 31:503; and
11 WHEREAS, sheriffs and other correctional officers currently provide mail
12registration application forms to persons in their custody and control who are eligible to
13register and vote; and
14 WHEREAS, it is appropriate for sheriffs' offices and other law enforcement offices
15and agencies to be designated as voter registration agencies for the purpose of providing
16registration opportunities for persons in their custody and control who are eligible to register
17and vote.
18 THEREFORE BE IT RESOLVED, that the Legislature of Louisiana does hereby
19authorize and direct the secretary of state to amend LAC 31:503 to designate sheriffs' offices
20and other law enforcement offices and agencies as voter registration agencies, pursuant to
21R.S. 18:116(A)(2), for eligible voters in their custody and control.

2secretary of state.
