ENROLLED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 141 BY REPRESENTATIVES GLOVER, JENKINS, AND PHELPS A CONCURRENT RESOL UTION To commend the Martin Luther King Community Development Corporation for its community service on the occasion of its twentieth anniversary. WHEREAS, the Martin Luther King Community Development Corporation (MLK- CDC) was organized to assist in planning residential and commercial developments in the Martin Luther King neighborhood of Shreveport, Louisiana, in an effort to restore neglected properties, roadways, and drainage systems and drive the revitalization of the area; the organization's mission is: "To improve the educational, residential and socioeconomic needs of the community"; and WHEREAS, this year marks twenty years of dedicated community service from the MLK-CDC, and the organization continues to validate its involvement in the revitalization of the community, which is the second-largest African American community in the United States, by forming positive alliances throughout the city and parish; and WHEREAS, the MLK-CDC's "Lane Project" was completed after the organization matched Community Development Block Grant funding for a public facility/office building in conjunction with the Shreveport Office of Community Development; the building opened in July 2019; the organization also represents the community at meetings of the Shreveport City Council, Shreveport/Caddo Parish Metropolitan Planning Commission, and Caddo Parish Commission; and WHEREAS, the MLK-CDC also instituted the Senior Socialization Program, in partnership with the Caddo Community Action Agency, for senior residents in the community; the program includes guest speakers, bingo, door prizes, and more; it offers instruction to seniors on how to operate digital media; the organization was also among the Page 1 of 2 HCR NO. 141 ENROLLED first in the community to offer reusable masks to senior citizens during the COVID-19 pandemic, and it subsequently secured funding to hand out pandemic kits throughout several communities ranging from the Martin Luther King community to Cedar Grove; and WHEREAS, the MLK-CDC also offers student tutoring services from certified teachers and two engineers in partnership with Northwest Louisiana Makerspace Projects; these are available free-of-charge to all students attending Title-1 schools; the center holds school uniform giveaways and provides free school supplies during its Back-to-School Program; and WHEREAS, the MLK-CDC supports numerous local events including the African American History Parade, Cooper Road USA Parade, and various Mardi Gras krewe parades; the organization also participates in the Great American Clean Up, sponsored by Shreveport Green, where it has won first prize for large group, city-wide trash pickup on numerous occasions; and WHEREAS, the Martin Luther King Community Development Corporation is an inspiring organization that is worthy of the highest recognition for its efforts to revitalize the underserved communities of Shreveport. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend the Martin Luther King Community Development Corporation for its community service on the occasion of its twentieth anniversary and does hereby extend sincerest wishes for the organization's continued success in its revitalization efforts.
