HOUSE CONCURRENT RESOL UTION NO. 142
BY REPRESENTATIVE KNOX
MOTOR VEHICLES:  Urges and requests the Department of Transportation and
Development to study the implementation of an annual review process requiring an
annual training and review of state laws and federal regulations by commercial
vehicle companies
1	A CONCURRENT RESOL UTION
2To urge and request the Department of Transportation and Development to study and
3 consider the necessity and feasibility of requiring commercial motor vehicle
4 companies to conduct annual training of existing and new state laws and federal
5 regulations applicable to commercial motor vehicle operators to ensure the
6 commercial motor vehicle companies have conducted the training and attested to it.
7 WHEREAS, there are regulations and laws in place that govern procedures for the
8employment of commercial motor vehicle operators; and
9 WHEREAS, failure to abide by these laws and regulations increases the potential for
10unsafe operations and for traffic accidents; and
11 WHEREAS, accidents involving commercial motor vehicles are a particular threat
12to public safety; and
13 WHEREAS, it is vital that commercial motor vehicle laws and regulations be strictly
14adhered to by commercial motor vehicle companies; and
15 WHEREAS, if companies conduct an annual training to review new and existing
16state laws and federal regulations, the probability that those companies would follow such
17laws and regulations would be increased; and
18 WHEREAS, the Department of Transportation and Development has the resources
19necessary to oversee the implementation of the annual training.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the Department of Transportation and Development to study and consider
3the necessity and feasibility of instituting a required annual training of existing and new state
4laws and federal regulations by commercial motor vehicle companies.
5 BE IT FURTHER RESOLVED that the Department of Transportation and
6Development shall consider implementing an annual review process to ensure companies
7are conducting and attesting to conducting the annual training and consider instituting a
8penalty for companies failing to conduct the training.
9 BE IT FURTHER RESOLVED that the Department of Transportation and
10Development shall submit a report of its findings to the House of Representatives and the
11Senate by March 31, 2024.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13secretary of the Department of Transportation and Development.
