HOUSE CONCURRENT RESOL UTION NO. 143
BY REPRESENTATIVE IVEY
BUDGETARY CONTROL S:  Provides for the expenditure limit for FY 2024-2025
1	A CONCURRENT RESOL UTION
2To direct the commissioner of administration to change the expenditure limit for Fiscal Year
3 2024-2025.
4 WHEREAS, the expenditure limit established in January of this year for Fiscal Year
52023-2024 is Sixteen Billion Four Hundred Ninety-Seven Million Seven Hundred Twenty-
6One Thousand Two Hundred Fifty-Two Dollars ($16,497,721,252); and
7 WHEREAS, to accommodate unprecedented revenue receipts the legislature is
8debating increasing the expenditure limits for Fiscal Years 2022-2023 and 2023-2024
9pursuant to the power granted in Article VII, Section 10(C) of the Constitution of Louisiana;
10and
11 WHEREAS, the Constitution of Louisiana further provides that each year the
12expenditure limit for the next fiscal year is calculated using the prior year's limit as the base
13and applying a positive growth factor to such base; and
14 WHEREAS, this constitutional formula applies any new, higher expenditure limit
15set by the legislature for Fiscal Year 2023-2024 as the base for the calculation of the Fiscal
16Year 2024-2025 expenditure limit, thereby perpetuating the impact of this unexpected
17financial windfall; and 
18 WHEREAS, to prevent artificial inflation of the expenditure limit for Fiscal Year
192024-2025, the limit for that year should be reduced to an amount in line with the originally
20calculated expenditure limit for Fiscal Year 2023-2024 adjusted by the lowest positive
21growth factor used for calculation of an expenditure limit within the last ten years; and

1 WHEREAS, the lowest positive growth factor used to calculate an expenditure  limit
2within the last ten years was 1.29%  for fiscal year 2018-2019; and
3 WHEREAS, R.S. 39:52.1 of the Louisiana Revised Statutes of 1950 provides that
4a change to the expenditure limit shall be made pursuant to a concurrent resolution adopted
5by a favorable vote of two-thirds of the elected members of each house directing the
6commissioner of administration to change the expenditure limit to a designated amount for
7a specified fiscal year.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana, two-thirds of
9the elected members of each house concurring, does hereby direct the commissioner of
10administration to change the expenditure limit for Fiscal Year 2024-2025 to Sixteen Billion
11Seven Hundred Ten Million Five Hundred Forty-One Thousand Eight Hundred Fifty-Six
12($16,710,541,856).
13 BE IT FURTHER RESOLVED that the provisions of this Resolution shall become
14effective March 1, 2024.
