HOUSE CONCURRENT RESOL UTION NO. 147
BY REPRESENTATIVE JENKINS
SCHOOLS/FINANCE-MFP:  Requests BESE to recognize and include increased funding,
as provided in House Bill No. 1 of the 2023 Regular Session, when developing and
adopting a minimum foundation program formula for the 2024-2025 Fiscal Year and
in future years

2To urge and request the State Board of Elementary and Secondary Education to recognize
3 and include increased funding, as provided in House Bill No. 1 of the 2023 Regular
4 Session, when developing and adopting a minimum foundation program formula for
5 the 2024-2025 Fiscal Year and in future years.
6 WHEREAS, Article VIII, Section 13(B) of the Constitution of Louisiana requires the
7State Board of Elementary and Secondary Education (BESE) to develop and adopt, annually,
8a formula which is to be used to determine the cost of a minimum foundation program
9(MFP) of education in all public elementary and secondary schools; and
10 WHEREAS, on March 8, 2023, BESE adopted such a formula to determine the cost
11and allocation of funds for the 2023-2024 Fiscal Year, and on March 15, 2023, submitted
12it to the legislature; and
13 WHEREAS, an instrument providing for legislative approval of the formula was
14introduced for consideration, Senate Concurrent Resolution No. 2; and
15 WHEREAS, the proposed formula includes, among other components, provisions
16for:  increased funding for pay raises and associated retirement costs, funding for
17differentiated compensation, funding for an apprenticeship program, and funding for Ecole
18Pointe au Chien; and
19 WHEREAS, the formula includes an across the board $2,000 pay raise plus the
20current year applicable retirement contribution for certificated personnel; and

1 WHEREAS, the formula includes an across the board $1,000 pay raise plus the
2current year applicable retirement contribution for noncertificated personnel; and
3 WHEREAS, in order to provide for funding these components of the formula in an
4amount determined by the legislature, the legislature intends to amend House Bill No. 1 of
5the 2023 Regular Session in order to provide for this funding outside of the formula by
6directing the state Department of Education to allocate such funds in the same manner in
7which they would have been allocated pursuant to the MFP formula; and
8 WHEREAS, it is the intent of the legislature that this increase in funding, although
9provided for outside of the MFP formula for the 2023-2024 Fiscal Year, be recognized and
10included by the BESE in future years.
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
12urge and request the State Board of Elementary and Secondary Education to recognize and
13include provision for increased funding to provide the $2,000 pay raise for certificated
14personnel and $1,000 pay raise for noncertificated personnel along with related employer
15retirement contributions as provided in House Bill No. 1 of the 2023 Regular Session of the
16Legislature when developing and adopting a minimum foundation program formula for the
172024-2025 Fiscal Year and in future years.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19governor, commissioner of administration, president of the State Board of Elementary and
20Secondary Education, and state superintendent of education.
