HOUSE CONCURRENT RESOL UTION NO. 39
BY REPRESENTATIVE BAGLEY AND SENATOR PEACOCK
A CONCURRENT RESOL UTION
To commend Louisiana State University Health Shreveport faculty member Dr. Daniel
Flowers for his accomplishments.
WHEREAS, Dr. Daniel Flowers is an assistant professor of physical therapy at
Louisiana State University (LSU) Health Shreveport who has an established track record of
excellence in all three of the core aspects of academic medicine:  teaching, research, and
clinical service; and
WHEREAS, among his numerous professorial responsibilities, Dr. Flowers serves
as lead faculty for orthopaedic and musculoskeletal curriculum in LSU Health Shreveport's
entry-level doctor of physical therapy (DPT) degree program, and he teaches rehabilitation
sciences doctoral students and clinical residents; and
WHEREAS, Dr. Flowers pairs his immense degree of intelligence with a truly
incredible work ethic; he received the Allen A. Copping Award for Excellence in Teaching
in 2021, after completing a year-long stretch in which he taught twenty-five credit hours and
maintained a significant student contact schedule; since beginning as a faculty member at
LSU Health Shreveport, he has created nine new courses, revised nine existing courses, and
overhauled the entire curriculum for the school's orthopaedic residency program; and
WHEREAS, Dr. Flowers's research agenda earned him the School of Allied Health
Professions (SAHP) Faculty Award for Research Excellence in 2021, two state-wide
research awards, and a writing award from the Journal of Bone and Joint Surgery; he also
performs translational research in movement science using biomechanical instrumentation,
motion capture, and comparative exercise science; he holds nineteen publications, including
thirteen as lead author, and he has given twenty-six presentations at the local, state, and
national levels; and
WHEREAS, Dr. Flowers mentors and collaborates with faculty across disciplines
and institutions; his most recent collaboration with Dr. Patrick Massey, MD, orthopaedic
surgeon, is on a $4.5 million multi-center, United States Department of Defense-funded

grant, The STaR Trial; the grant will be subcontracted through the University of Pittsburgh
Department of Orthopaedic Surgery, which is world renowned for translational research in
orthopaedic surgery and physical therapy; and
WHEREAS, Dr. Flowers maintains excellence in his clinical practice as a board-
certified orthopaedic clinical specialist; he underscores his immense ability with an
admirable degree of professional decorum, which serves him well in his role as program
director for the LSU Health Shreveport Orthopaedic Physical Therapy Residency Program;
and
WHEREAS, in addition to his exceptional clinical service, Dr. Flowers holds an
outstanding record of service to the School of Allied Health, LSU Health Shreveport, and
the field of medicine at-large; he served the Faculty Delegate Assembly of SAHP as an
elected delegate for six years and as vice president and president of the assembly, collecting
data for its first data-based strategic planning process; and
WHEREAS, Dr. Flowers currently serves on the elected LSU Health Shreveport
Faculty Senate as a representative for SAHP; he is also a member of numerous committees
including the SAHP Grants and Research Committee and the Medical Curriculum Redesign
Task Force for the School of Medicine, and he chairs the SAHP Interprofessional Education
Committee; and
WHEREAS, Dr. Flowers serves in a statewide role for the American Physical
Therapy Association of Louisiana as the chair of the Louisiana research committee and
member of the governmental affairs committee; and
WHEREAS, Dr. Daniel Flowers is a truly incredible professional and leader, and he
is most deserving of the highest recognition for his numerous academic accomplishments.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Louisiana State University Health Shreveport faculty member Dr. Daniel Flowers
for his academic accomplishments and does hereby extend sincerest wishes that he continue
to prosper in all of his professional and academic pursuits.
