HOUSE CONCURRENT RESOL UTION NO. 72

A CONCURRENT RESOL UTION
To urge and request the United States Army Corps of Engineers to reconsider the mitigation
and stewardship plan for the Mid-Barataria Sediment Diversion to include tidal levee
protection for Lafitte, Barataria, and Crown Point.
WHEREAS, the Coastal Protection and Restoration Authority Board of Louisiana,
through the Coastal Protection and Restoration Authority (CPRA), has submitted a joint
permit application to the United States Department of the Army and a permission request
to the United States Army Corps of Engineers (USACE) at the New Orleans District for
CPRA's proposed Mid-Barataria Sediment Diversion; and
WHEREAS, the proposed Mid-Barataria Sediment Diversion project was awarded
permits by the USACE to allow construction of the project to begin; and
WHEREAS, the Mid-Barataria Sediment Diversion includes a mitigation and
stewardship plan to address the anticipated environmental and ecological impacts of the
project; and
WHEREAS, as a result of the operation of the diversion, some communities inside
the project area will be at greater risk of high water levels; and
WHEREAS, continued investment and planning for flood mitigation are needed to
prevent future loss and damage resulting from natural disasters in the communities of
Lafitte, Barataria, and Crown Point; and
WHEREAS, the communities of Lafitte, Barataria, and Crown Point have suffered
the adverse effects of the sediment diversion on United States Highway 90 and will suffer
from the proposed Mid-Barataria Sediment Diversion; and

WHEREAS, the severe risk of flooding in Jefferson Parish has shown the urgent
need to invest resources for the communities of Lafitte, Barataria, and Crown Point as a
means to protect life and property in the future, as citizens are continuously impacted by the
flooding and rebuilding of their homes and lives.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the USACE to reconsider the mitigation and stewardship plan for the Mid-
Barataria Sediment Diversion to include tidal levee protection for Lafitte, Barataria, and
Crown Point.
BE IT FURTHER RESOLVED that the Louisiana Congressional Delegation take
such actions as are necessary to secure funding for tidal levee protection for Lafitte,
Barataria, and Crown Point.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 
commander and district engineer of the New Orleans District of the United States Army
Corps of Engineers and to each member of the Louisiana Congressional Delegation.
